IMMEDIATE INTERIM OPPORTUNITY

Interim Vice President, Budgeting & Reporting

Reports to: Commissioner of Corporate Services

Duration: 6–9 Months

Location: GTHA West

Overview

Our client, a large and complex municipality, is seeking an experienced finance executive to provide leadership during a period of transition. This executive will lead corporate budgeting, financial planning, infrastructure financing, reporting, property tax policy, and payment services while supporting long-term financial sustainability and strategic decision-making.

Duties/Responsibilities

- Lead teams responsible for Corporate Budgets, Infrastructure Financing, and Finance business partnerships.
- Oversee corporate budgeting, financial reporting, accounting controls, and financial policies.
- Direct the annual budget process and long-range financial planning activities.
- Lead infrastructure financing strategies, including development charges, reserves, debt financing, and growth funding models.
- Oversee development charge programs, related by-laws, and stakeholder engagement.
- Direct multi-year tax, user-rate, and debt forecasting models.
- Provide financial leadership for asset management initiatives and infrastructure funding programs.
- Advise senior leadership, Council, and Committees on fiscal strategy and financial policy matters.
- Support labour negotiations through financial analysis and impact assessments.
- Represent the organization on major projects, studies, and strategic initiatives.
- Manage divisional resources, budgets, and operational priorities.

Knowledge, Skills & Abilities

- University degree in Business, Commerce, Economics, Finance, or a related discipline, with significant progressive leadership experience.




- Professional Accounting Designation (CPA) required.
- Deep knowledge of municipal finance, budgeting, infrastructure financing, development charges, and long-term financial planning.
- Solid understanding of relevant legislation, including the Municipal Act, Development Charges Act, and Public Sector Accounting Standards.
- Proven leadership experience in complex, politically sensitive environments.
- Exceptional communication, stakeholder management, negotiation, and presentation skills.
- Demonstrated ability to lead organizational change and drive continuous improvement.
- Experience working in unionized environments is an asset.
- Advanced knowledge of Microsoft Office and financial management systems
