Position Description & Qualifications The Community Outreach Manager serves as a regional thought leader, advancing collaborative workforce solutions that strengthen communities, support employers, and improve employment outcomes across Northwestern Ontario.

Reporting to the Director, Employment Services, the Community Outreach Manager leads strategic engagement efforts across the region to strengthen workforce development, foster collaborative partnerships, and advance Employment Ontario outcomes. The role acts as a connector between community organizations, employers, educational institutions, Indigenous partners, municipalities, workforce development stakeholders, and EmployNext's service delivery network.

Through relationship building, labour market leadership, workforce planning, and community engagement, the Community Outreach Manager helps create sustainable pathways to employment and workforce development opportunities throughout the region.

Key Responsibilities

Partnership Development & Community Engagement

- Develop and maintain strategic relationships with community organizations, municipalities, Indigenous communities, educational institutions, workforce planning boards, and economic development partners.

- Represent EmployNext at regional events, conferences, advisory committees, and sector tables.

- Identify and cultivate partnership opportunities that improve access to employment and workforce development services.

- Promote awareness of EmployNext programs and services throughout Northwestern Ontario.

Labour Market Leadership

- Lead community-based workforce initiatives that address labour market gaps and emerging workforce priorities.

- Collaborate with employers, community partners, and training providers to support workforce development strategies.

- Leverage labour market intelligence to identify trends, opportunities, and challenges affecting regional employment.

- Support the development and implementation of innovative workforce solutions that respond to local economic needs.

Advisory Tables & Strategic Initiatives

- Facilitate Community Partner Advisory Tables, Employer Advisory Tables, and workforce development forums.

- Lead collaborative initiatives that support regional economic development and employment outcomes.

- Foster cross-sector partnerships that strengthen workforce participation and community capacity.

- Support the development of pilot projects,



workforce strategies, and community-based solutions.

Service Provider & Internal Collaboration

- Act as a strategic resource to Service Providers by identifying partnership opportunities and strengthening community connections.

- Collaborate closely with Employment Services Managers, Employer Engagement Specialists, and other internal teams to align outreach efforts with organizational priorities.

- Support special projects and initiatives designed to improve client, employer, and community outcomes.

Reporting & Performance

- Track outreach activities, partnership development efforts, and strategic outcomes.

- Prepare reports, presentations, and stakeholder updates.

- Measure and communicate the impact of workforce development and community engagement activities.

- Contribute to organizational planning, continuous improvement, and future growth opportunities.

Qualifications

Required

- Post-secondary education in Community Development, Business, Economic Development, Public Administration, Human Services, or a related field.

- Minimum 3-5 years of experience in community engagement, workforce development, stakeholder relations, employment services, economic development, or a related field.

- Demonstrated ability to build and sustain strategic partnerships.

- Strong facilitation, presentation, relationship-building, and communication skills.

- Ability to work independently and effectively within a geographically dispersed region.

- Valid driver's license and ability to travel throughout Northwestern Ontario.

Preferred

- Knowledge of Employment Ontario programs and the workforce development landscape.

- Experience working with Indigenous communities, organizations, and employment initiatives.

- Experience leading advisory groups, committees, or collaborative partnerships.

- Knowledge of labour market information and workforce planning practices.

build meaningful partnerships, identify workforce development opportunities, and advance initiatives that improve employment outcomes for jobseekers, employers, and communities alike.
