Manager - Youth, Transitional Housing & and Shelter Program (YTHSP)

Workplace Culture

- · Anticipates and addresses emerging team issues, conflicts, or attendance concerns early, escalating to the Director when appropriate.
- Day-to-Day Shelter Operations and Staff Supervision
- · Implements the YTHSP operational plan and budget as directed by the Director, ensuring expenditures align with approved allocations, organizational policies, and funder requirements; identifies and reports variances to the Director as needed.
- · Owns operational continuity of the YTHSP shelter, including coverage scheduling, shift handover integrity, and cost-effective 24/7 staffing across all shifts, including weekend operations.
- · Continually manages organizational risk; participates in the implementation of risk mitigation plans and ensures full compliance with accreditation, licensing, and all regulatory standards.
- Understands and applies relevant employment and health and safety legislation in day-to-day people management decisions.
- Manages food procurement and other operational supplies (e.x. household), including vendor relationships, inventory oversight, and budget monitoring, ensuring expenditures align with approved allocations, organizational policies, and funder requirements; identifies and reports variances to the Director as needed.
- Serves as a professional and collaborative representative of the program in all supplier, partner, and community-facing interactions, fostering positive internal and external relationships that reflect YouthLink's mission, vision, and values.
- Supervises front-line shelter team including Shelter Youth Workers, Chef, Relief Staff, and Cleaners; conducts regular 1:1s, performance check-ins, and annual performance evaluations as appropriate.
- Coordinates onboarding and ongoing training of new shelter team members, ensuring staff are equipped to deliver trauma-informed, youth-centred services.
- Maintains effective shift handover communication tools and routines so issues, client updates, and safety concerns flow consistently across shifts.
- Understands and applies relevant employment and health and safety legislation in day-to-day people management decisions.

Client Service Delivery
- Oversees intake and bed management; ensures all current and background information is recorded that may be relevant to the treatment matching and planning process.
- Participates in weekly triage teleconferences with the Centralized Access to Shelter Services and contributes to program admission decisions.
- Responds to and supports staff through client crises, applying de-escalation, harm-reduction and trauma-informed approaches.
- Partners with other shelter and transitional housing leadership to support the customization of client programming — including recreation, employment, life skills, harm reduction and trauma support as needed.
Health, Safety and Compliance
- Ensures all safety policies and procedures, including fire safety, are in place at the program level and that staff are all trained and compliant.
- Supports accreditation and City of Toronto audit readiness by maintaining program documentation, records and audit-ready files.
- Identifies and reports health and safety risks; contributes to risk mitigation plans developed by the Director.
- Takes all reasonable and necessary precautions to protect their own health and safety and that of co-workers by complying with YouthLink policies, procedures and protected practices.
- May serve on the Joint Health and Safety Committee at the program or agency level.
- Lead and monitor IPAC programs, conducting audits, risk assessments, and corrective action planning to maintain a safe environment for patients, residents, staff, and visitors
Data, Reporting and Continuous Improvement
- Ensures accuracy of operational data (occupancy, bed flow, intake, incidents); supports
- City of Toronto and IPAC audit readiness and troubleshoots data quality issues affecting
- daily operations.
- Compiles and submits regular operational reports (occupancy, KPIs, incidents) to the
- Director for use in funder and leadership reporting.
- Identifies operational issues, surfaces them to the Director, and contributes to continuous improvement initiatives.
- Implements process improvements within the program scope as directed by the Director.
Community Engagement and Partnerships (Operational)
- Supports referrals, liaison, and service resolution with community partners, City of Toronto shelters, and supportive housing providers.
- Maintains working relationships with landlords, housing providers, and community agencies.
- Supports community engagement, peer, and Afrocentric programming.
- Participates in external planning and community coordination tables.
Equity, Diversity and Belonging
- Proactively stays updated on best practices in Equity, Diversity, Belonging and Anti-Black Racism, and applies these in day-to-day program operations.
- Works collaboratively with the BLC Committee and Director of Community and Equity to embed equity practices in program operations.
- Models the consistent application of anti-oppressive, youth-centred and non-judgmental practice with all clients and staff.
Other
- Embraces reflective learning and leadership development.
- Supports the Agency’s Strategic Plan through assigned initiatives and committees.

Highlights of What You Bring
Education:
- Undergraduate Degree in Social Work, Psychology,
or related discipline or combination of education and experience.
- Training in shelter and/or residential operations for youth and young adults
- CPI, TCI, UMAB or equivalent.
Experience
- · Three (3) years’ experience working with youth in underserved communities with at least 2 years in the area of residential services, housing or shelter system.
- · Two (2) years’ management/leadership experience preferably in a non-profit unionized environment.
- · Demonstrated experience in progressive staff discipline and absenteeism management.
- · Experience working in a unionized environment.
- · Demonstrated experience in case management, intake assessment and bed management; broad knowledge of theories, principles and practices of shelter and/or residential treatment is required.
- Knowledge/Skills/Ability
- Strong understanding of high-need youth, their needs, and appropriate responses.
- Strong administrative skills in shelter and transitional housing operations.
- Knowledge of City of Toronto shelter and support services.
- Ability to provide youth-focused programs that promote learning and growth.
- Strong conflict resolution and de-escalation skills, including the ability to respond effectively to violence and challenging situations.
- · Demonstrated knowledge of Scarborough community services, relevant legislation, education system, and social justice and other issues such as human trafficking, poverty, 2LBGTQS+ youth, youth justice, substance abuse.
- Familiarity with suicide/risk assessment and crisis support services.
- Highly skilled in providing trauma-informed care and harm reduction to a vulnerable youth population.
- Demonstrated knowledge of the City of Toronto Shelter Standards.
- Strong organizational, time-management, multitasking, and communication skills.
- Excellent interpersonal and customer service skills, including experience supporting youth experiencing homelessness and responding calmly to challenging behaviours.
- Knowledge of EDI and Anti-Black Racism practices, with sensitivity to social, economic, environmental, and cultural issues affecting diverse communities.
- Proficient in Microsoft applications; effective working independently and within multidisciplinary teams.
Additional Requirements:
· Broad Record Police Check is required.
· Must be able to obtain medical clearances including tuberculosis testing and up to date immunization record.
· Must be able to work in a Pet-friendly shelter.
Work Hours and Work Conditions:
- · This position requires evening, overnight, and weekend hours.
- · This position provides on-call coverage during their working hours on the weekend and is a part of the on-call Manager rotation. Over-time once weekly or every two weeks due to job priorities and needs.
- Works at the Shelter and attends team meetings.
- Requires crisis management and carries some associated risks.
- Minimal travel required.
