Community Living British Columbia (CLBC) is a Crown corporation established in 2005 by a grassroots movement of self-advocates, families, service providers, and other community and government partners who called for choice and change for people with developmental disabilities.

Today, CLBC is responsible for arranging supports and services for adults with developmental disabilities and their families. CLBC has continued to work alongside individuals and families served by CLBC, service providers, community and government partners to build inclusive communities and person-centred support for adults with intellectual and developmental disabilities, Autism Spectrum Disorder (ASD) and Fetal Alcohol Spectrum Disorder (FASD).

Today, CLBC is in search of a People Services Client Partner (PSCP), ideally based out of the CLBC Head Office in Vancouver or their Kelowna Office.

Reporting to the Manager, People Services, you will be a trusted advisor to leaders across your portfolio, consisting of the CLBC Finance Department located in Head Office Vancouver as well as the Kelowna regional office, which covers the surrounding areas of Vernon, Penticton, Cranbrook and Castelgar offices.

As PSCP, you will be responsible for empowering your internal clients to build robust leadership and management capabilities that foster an open, inclusive, CLBC values-based workplace. You will partner with leaders within your portfolio to plan, design, and deliver impactful HR Services that make a difference. From talent acquisition and workforce planning to performance management, labour and employee relations, health and safety, and organizational change and development, you will play a key role in shaping the employee experience and champion initiatives to ensure our people feel supported and valued.

- Provide human resources consultation to operational clients, serving as a key member of their leadership team to drive talent strategies that are aligned with CLBC's strategy and in alignment with the regions you serve




- Provide guidance and counsel to client groups on issues related to collective agreement and legal compliance, organizational policies and procedures, and employee relations
- Lead the design and implementation of HR programs and processes in the business, ensuring an effective, sustainable people strategy over the long term
- Collaborate with internal program leaders to address client concerns proactively, and ensure business compliance with HR programs, as well as partner with business leaders to be accountable for the organizational health of the client group and workplace climate
- Partner with specialists within the People and Culture Division to deliver comprehensive HR consultation, coaching and direction to client groups
- Conducts organizational diagnosis of critical talent pipelines and designs and implements people strategies to mitigate mission-critical roles in collaboration

Qualifications

As our ideal candidate, you are an HR generalist with capabilities in a unionized environment and proven business partner experience in a mid-sized organization. You understand organizational dynamics and think strategically, bringing strong consulting and project management experience. You communicate effectively at all levels of an organization and have a proven track record of partnering with senior leaders and emerging talent to drive meaningful results.

You also excel as a credible partner and coach to your clients.

In terms of specific qualifications:

- Bachelor’s degree in human resources, Organization Development, Business Administration, Psychology or any other behavioural science or a certificate/post-graduate diploma in human resources or an equivalent combination of experience, education and/or training
- Preference will be given to candidates with a CPHR designation
- Minimum of 5 years of experience in human resources, with a minimum of 3 years in a consulting/business partner role
- Significant experience working in a unionized environment is required
- Experience in a public sector organization is preferred but not required

Compensation For this unique role, CLBC is offering a base salary of $ 84,942 to $106,177 annually (Management Band 3) based on experience.
