Overview:
Project Controls Manager: The Project Controls Manager leads the overall project controls function on large-scale infrastructure programs, overseeing cost, schedule, risk, and performance reporting. This role acts as the primary interface between project leadership, client/owner representatives, and the controls team, ensuring the project remains on budget, on schedule, and audit-ready throughout its lifecycle.
Cost Engineer: The Cost Engineer supports cost tracking, budgeting, and forecasting activities for assigned work packages or cost accounts within a larger infrastructure program. This role maintains accurate cost records, assists with variance analysis, and helps ensure cost data stays aligned with the schedule and overall project budget.
Salary Range:
Project Controls Manager: $101,352 - $139,359
Cost Engineer: $83,615 - $114,971
The final offer will be determined based on the successful candidate’s skills, experience, and internal equity considerations. Please note that the offer may fall anywhere within the posted range and is not necessarily at the top end.

Project Controls Manager:
Accountabilities:
- Oversees the work with a fully integrated project controls team, including estimating, cost control, scheduling, risk management and records management to provide subject matter expertise in project controls.
- Owns the integration of cost and schedule data into a unified Earned Value Management (EVM) system.
- Establishes and maintains the project controls plan, WBS/CBS structures, and baseline governance.
- Leads and coordinates monthly/quarterly performance reviews, variance analysis, and forecasting with senior stakeholders.
- Manages change control processes, trend/risk registers, and contingency drawdown.
- Ensures compliance with owner, regulatory, and contractual reporting requirements.
- Responsible for the presentation of cost, schedule, and risk status to executive leadership and client owners.
- Leads, coaches, mentors, and develops staff, including recruitment, performance management, succession planning, career development, and workforce planning
- Actively builds and maintains strong cooperative cross-discipline, cross-project, and external relationships.
- Prepares and maintains a project controls management plan, project controls procedures and systems and contributes to the development of best practices including tools, processes and policies.
Qualifications:
- Bachelor's degree in Civil Engineering, Construction Management, Engineering Management, Quantity Surveying, or related field or an equivalent combination of education and experience.
- PMP (Project Management Professional) or PMI-SP/PSP certification (AACE) strongly preferred.
- Proven ability to gather, synthesize and convey complex cost/schedule data into clear decision-making narratives.
- Demonstrated ability to approach project controls with a strategic risk and contingency management mindset.
- Strong interpersonal, verbal, and written communication skills.
- Comfort with and ability to hold others accountable, even those not in a formal reporting relationship.
- Collaborative and team oriented, willingness to actively share experiences and ideas.
Reporting Change Analyst:
Accountabilities:
- Develop and maintain project budgets, cost baselines, control accounts, cost breakdown structures (CBS),
and work breakdown structures (WBS) to support effective project cost control.
- Monitor, analyze, and report on project costs, commitments, accruals, invoices, actual expenditures, and forecast performance against approved budgets.
- Lead the preparation and monthly update of Estimate at Completion (EAC), Estimate to Complete (ETC), incurred cost reports, cash flow forecasts, and long-range project financial forecasts.
- Perform cost variance analysis, trend analysis, and forecasting to identify risks, opportunities, and potential cost overruns, recommending mitigation and recovery strategies.
- Develop and maintain executive-level cost reports, dashboards, KPIs, forecasting packages, and financial presentations for project leadership and stakeholders.
- Utilize advanced Power BI, Excel, and data analytics tools to develop automated reporting dashboards, forecast models, trend analysis reports, and project performance metrics.
- Analyze and report incurred costs, commitments, funding requirements, contingencies, and forecast spending to support strategic decision-making.
Qualifications:
- Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management, Finance, or related field or an equivalent combination of education and experience.
- AACE Certified Cost Professional (CCP) or Certified Estimating Professional (CEP) (preferred)
- Extensive experience in cost engineering, project controls, or project cost management on major infrastructure, transportation, energy, or capital projects.
- Demonstrated experience in cost forecasting, incurred cost reporting, EAC/ETC development, cash flow forecasting, and Earned Value Management (EVM).
- Advanced proficiency in Power BI, Microsoft Excel, and project controls reporting systems, including dashboard development and data visualization.
- Strong analytical, leadership, communication, stakeholder management, and team collaboration skills.
- Experience supporting executive reporting, project governance, risk management, and strategic project decision-making.
