The Nova Scotia Construction Sector Council (NSCSC) has an immediate opening for a full-time Project Manager, on a 1-year contract, to execute on the deliverables and objectives for a provincial initiative. To be successful in this role, this individual will have exceptional project management experience, be extremely organized and process-driven, with excellent interpersonal communication skills. An understanding of construction processes, permitting processes, and documentation skills are essential for success in this role.
Reporting to the Executive Director, the Project Manager will work with our local team, industry, government, and community partners to design, plan and execute the development of the Cape Breton Trades Exhibition Centre and fit-ups of associated offices, boardrooms, training spaces, etc.
Main Duties & Responsibilities The Project Manager will be responsible for:
Overall Project Management
· Initiate the project/program
· Ensure the project is on-track (meeting deadlines), in-scope and on-budget
· Manage the overall project plan and further define and detail activities, milestones and deliverables
· Manage project expenditures and measure against the approved project budget
· Monitor program progress, addressing issues as they arise and reporting on activities and outcomes
· Supervise on-site construction activities, subcontractors, consultants, vendors, etc., while ensuring compliance with safety regulations and building codes
· Track/maintain inventory of materials, equipment and supplies on site, along with assessing any required repairs, etc.
Communication and Reporting
· Communicate with project, industry, government and community partners
· Coordinate meetings, maintain records (agendas and minutes) and ensure regular reporting to the Executive Director, industry partners and project advisory committee
· Promote the goals and objectives of the project
· Assemble and prepare project claims for submission (activity and financial reports) including weekly, monthly and quarterly reports
· Develop, implement and manage an engagement and communications plan
Project Execution
· Plan, organize, direct,
coordinate and control activities associated with the design, procurement, construction and delivery of the project
· Preparing project schedules, monitoring timelines, sequencing activities, etc.
· Oversee the procurement of labour, materials and equipment
· Sourcing and negotiating with vendors, suppliers, contractors and subcontractors
· Execute and maintain efficient operations and coordinate access to the site for design, contracting and trades-related partners
· Ensure safety on site at all times
· Receive and track progress billings, payments and holdbacks (as necessary) throughout the project
· Develop long-term operations and sustainability plan with recommendations for the NSCSC and industry consideration
· Assessing and disposing of any assets no longer needed for long-term operations
· Develop and maintain project risk and issue registers, identify emerging threats, establish mitigation/response strategies, assign owners, track actions and escalate material risks to the Executive Director and appropriate governance body
· Assist with project closeout by evaluating the project’s success, conducting a ‘lessons-learned’ review, preparing a final report, and making recommendations for future project delivery.

-Related duties as required to support upcoming and ongoing NSCSC projects and initiatives The successful candidate will have the following knowledge, skills, abilities, and personal attributes:
- Understanding of and experience with property management, major renovations, expansions, office fit-ups and furniture assembly
- Experience with and/or knowledge of the construction industry is an asset
- Applicable education and/or professional experience in a related field/initiative
- In-depth knowledge of and experience in project management
- Exceptional organizational and multitasking skills with excellent attention to detail
- Experience coordinating multiple activities towards project delivery
- Ability to identify, develop, assess, understand and communicate project designs and working drawing (blueprints),
schedules, estimates, deviations and risks
- Knowledge of Skilled Trades, Apprenticeship and/or construction management occupations would be an asset
- Outstanding communication skills (written and verbal)
- Strong interpersonal skills with emphasis on listening, empathy, understanding perspectives, leadership, mediation and customer service
- Ability to develop strong industry and community partner relationships
- Experience facilitating meetings and building relationships face-to-face, on the phone and virtually
- Professional demeanour and the ability to interact courteously and respectfully with contractors/trades professionals, industry, government, community partners and colleagues
- Flexibility to adapt to changes in project requirements, scheduling, and deliverables; troubleshooting and evaluating alternate methods where necessary
- The ability to work independently and as part of a larger team
- Willingness and desire to be ‘hands-on’ in activities
- High level of proficiency with MS Office 365, including: Word, Excel, PowerPoint, Teams, etc.
- Able to obtain a clear criminal record check
- Valid driver’s license and own transportation
- Be able to meet physical demands as required, including (but not limited to): lifting/pushing/pulling of approximately 50 lbs, bending, standing for extended periods, and walking for extended periods
Work Environment Fast-paced, small office workplace located in Sydney, NS with travel throughout Nova Scotia as required for project delivery, meetings, and activities related to the success of the project
Hours of Work
Full-time – typically 8:30 AM – 4:30 PM (Monday to Friday)
Overnight travel and some evening and weekend work may be required.
Remuneration: To be negotiated (based on experience and education)
