Role Overview The Province of New Brunswick is seeking an experienced Data Governance Lead to provide strategic leadership for provincial healthcare data governance, policy, privacy, data standards, and digital health initiatives.

The successful candidate will lead the development and implementation of a provincial healthcare data governance framework , establish clear data ownership, stewardship, governance, and custodianship responsibilities, and support the ethical and secure management of personal health information across the provincial health system.

The role will work closely with Regional Health Authorities (RHAs), Department of Health (DH), Service Current Brunswick (SNB), Chief Privacy Officers, clinical leaders, business stakeholders, technical teams, and health system executives to drive province-wide data and digital health transformation.

Key Deliverables & Responsibilities

Provincial Data Governance Framework

- Develop a comprehensive provincial data governance framework covering:

- Data ownership

- Data governance

- Data stewardship

- Data custodianship
- Establish and clarify data roles and responsibilities across the provincial health system, including Regional Health Authorities (RHAs), Department of Health (DH), and Service New Brunswick (SNB).
- Develop governance structures and practices that support consistent and effective management of health data.
- Establish standards and processes for responsible data management across provincial health organizations.

Data Privacy, Protection & Ethical Use
- Enable prudent management and safeguarding of personal health information (PHI).
- Develop policies and procedures supporting the ethical and appropriate use of health information.
- Collaborate with Privacy departments and Chief Privacy Officers (CPOs) on privacy-related initiatives.
- Support privacy impact assessments, consent management, access controls, and other privacy initiatives.
- Contribute to modernization of relevant legislation, including PHIPPA.
- Ensure data governance practices support privacy, security, compliance, and ethical secondary use of health information.

Data Standards, Policies & Classification
- Lead the development of provincial data standards, policies, and procedures.
- Develop a comprehensive data classification schema for health data, including classifications such as:

- Public

- Internal

- Confidential
- Establish consistent data classification and handling practices across health system organizations.
- Support the development of governance mechanisms that enable appropriate access, use, protection, and sharing of health data.

Data Strategy & Digital Health
- Collaborate with clinical, business, technical, and operational stakeholders to develop a Symbio Data Strategy complementary to the Symbio Business Intelligence strategy.




- Collaborate with the Department of Health Shared Analytics Branch to co-develop a provincial data strategy aligned with the provincial Business Intelligence strategy.
- Develop data strategies, policies, and roadmaps supporting provincial digital health transformation.
- Support ethical secondary use of data for:

- Health system planning

- Population health management

- Research
- Other approved secondary-use cases

Consent Management & Access Controls
- Collaborate with Chief Privacy Officers and clinical, business, and technical stakeholders to develop a Consent Management Framework for the Symbio Program.
- Develop appropriate access control approaches for Symbio.
- Ensure the Consent Management Framework and access control model can be scaled provincially across future data assets and systems.
- Align consent and access practices with privacy, security, governance, and ethical data-use requirements.

Mandatory Qualifications

- University degree in one of the following or an equivalent combination of applicable education and experience:

- Healthcare Sciences

- Health Administration

- Business Administration

- Health Informatics

- Information Technology
- Demonstrated experience leading Canadian healthcare data governance strategy, planning, policy, and implementation within a jurisdiction comparable to New Brunswick in terms of size or complexity.
- Demonstrated progressive leadership experience within government, particularly involving health system planning and provincial initiatives related to data and/or digital health.
- Candidate must be available to start work on or around the specified project start date.

- Demonstrated experience working within the public healthcare sector, including government, provincial agencies, or acute care environments.
- Experience leading data-related initiatives involving:

- Data governance

- Data policies

- Data standards
- Large-scale digital health initiatives
- Demonstrated experience developing provincial/territorial digital health strategies, policies, and roadmaps.
- Experience driving ethical secondary use of data for health system planning, population health, research, and other approved use cases.

- Progressive leadership experience within public-sector healthcare environments.
- Extensive experience leading large, effective teams through direct people management.
- Demonstrated ability to provide strategic leadership for complex, province-wide initiatives.
- Experience driving organizational and system-level transformation.

Stakeholder Management
- Strong stakeholder management experience across public and private sector organizations.
- Ability to facilitate discussions and develop consensus among diverse stakeholder groups, including:

- Clinical





- Business

- Technical

- Operational

- Executive stakeholders
- Demonstrated ability to confidently engage and collaborate with health system executives and clinical leaders.
- Ability to drive system-level transformation while managing diverse interests and priorities.
- Experience managing complex and politically sensitive matters with professionalism, discretion, and tact.

Privacy & Personal Health Information
- Demonstrated experience collaborating with Privacy departments and Chief Privacy Officers.
- Experience developing privacy-related policies and procedures.
- Experience with Privacy Impact Assessments (PIAs).
- Experience with consent management and access controls.
- Strong understanding of initiatives supporting the appropriate, secure, and ethical use of personal health information.

Communication & Executive Reporting
- Excellent verbal and written communication skills.
- Strong facilitation and presentation capabilities.
- Ability to develop high-quality executive and program-level reports, presentations, briefing materials, and other documentation.
- Ability to communicate complex data governance and digital health concepts to diverse audiences.
- Strong focus on quality, stakeholder satisfaction, and successful delivery of project outcomes.

- The position is remote, with travel to the Province of New Brunswick required at least once per month throughout the project duration.
- The successful candidate must sign a Non-Disclosure Agreement (NDA) before commencing the assignment.
- The successful candidate must complete the Department's Privacy Training prior to commencing the assignment.
- The candidate must be available to start on or around August 17, 2026.
