Role Overview The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Project Manager/Leader – Organizational Change & Transformation to provide strategic leadership for a large-scale organizational transformation initiative.
The successful candidate will lead the transition from a project-based delivery model to a Product-Based Delivery Model , supporting the Land and Resources I⁢ Cluster (LRC) in aligning with the Common Cluster Operating Model (CCOM), OPS Service Framework, and Groveton’s One Government vision .
This role will oversee transformation planning, governance, organizational change management, stakeholder engagement, communications, business readiness, operating model design, adoption, and transition activities across executives, managers, staff, and ministry partners.
Key Responsibilities
Program Leadership & Transformation Management
- Lead the end-to-end organizational change and transformation program supporting the transition to a Product-Based Delivery Model.
- Develop and maintain integrated transformation plans, roadmaps, milestones, dependencies, risks, and success measures.
- Establish governance structures, reporting mechanisms, and executive decision-support materials.
- Coordinate activities across business, technology, HR, communications, and ministry partner workstreams.
- Provide strategic advice to executives regarding organizational readiness, transformation risks, and mitigation strategies.
- Manage large-scale, complex, high-profile, and high-risk OPS I⁢ initiatives.
- Ensure project and program deliverables meet business requirements within agreed scope, timelines, and budget.
Change Management & Organizational Readiness
- Develop and execute comprehensive change management strategies and plans.
- Conduct stakeholder impact assessments and organizational readiness assessments.
- Identify organizational risks, resistance points, adoption barriers, and change impacts.
- Design and implement change interventions supporting behavioral and cultural transformation.
- Establish change champion and leadership engagement programs.
- Measure organizational readiness, change adoption, and benefits realization.
- Develop readiness frameworks, assessment tools, and transition mechanisms.
- Support training, onboarding, knowledge transfer, and adoption activities.
- Establish continuous improvement and ongoing transformation support mechanisms.
Communications & Stakeholder Engagement
- Lead the development and execution of large-scale communication and engagement strategies.
- Develop key messages, executive presentations, FAQs, communication materials, and engagement content.
- Facilitate leadership workshops, town halls, focus groups, stakeholder consultations, and ministry partner forums.
- Ensure consistent and effective messaging across diverse stakeholder groups.
- Manage feedback channels and incorporate stakeholder input into transformation initiatives.
- Build awareness, understanding, commitment, and adoption of the new operating model among ministry partners.
- Facilitate engagement to refine future interaction models, governance structures, and service delivery approaches.
Operating Model & Organizational Design
- Support future-state operating model development aligned with the Common Cluster Operating Model (CCOM).
- Facilitate the definition of new roles, accountabilities, governance processes, and service delivery models.
- Identify organizational gaps, interdependencies, and process improvement opportunities.
- Support development of transition plans and implementation sequencing.
- Promote alignment with enterprise standards, Target State Architecture, and GovTechON objectives.
- Promote alignment with Product Management functions and new collaboration models.
Business Readiness & Transition Planning
- Develop organizational readiness frameworks and assessment tools.
- Coordinate branch and ministry transition planning activities.
- Develop training, onboarding, knowledge transfer, and adoption strategies.
- Monitor change effectiveness and organizational performance throughout implementation.
- Develop post-implementation adoption and sustainability plans.
- Reinforce cultural shifts toward product thinking, customer-centricity, collaboration, innovation, and continuous improvement.

- Build understanding, commitment, and adoption of the Common Cluster Operating Model and Product Delivery Model.

Experience & Skill Set Requirements Organizational Change Management Leadership – 35%
- 10+ years of experience leading complex organizational transformation and change management initiatives.
- Knowledge and practical application of industry-standard change management frameworks and methodologies.
- Experience conducting stakeholder analysis, impact assessments, readiness assessments, and change planning.
- Demonstrated success driving organizational adoption and culture change.
- Experience establishing change governance and performance measurement frameworks.
- Strong organizational readiness and transition management experience.
- Ability to identify resistance, organizational risks, and adoption barriers and implement appropriate mitigation strategies.
Strategic Communications & Stakeholder Engagement – 25%
- Experience designing and executing large-scale communications and engagement strategies.
- Experience developing executive-level communications, presentations, key messages, FAQs, and engagement materials.
- Solid facilitation skills for leadership workshops, town halls, focus groups, and stakeholder consultations.
- Experience managing diverse stakeholder groups with competing priorities.

Public Sector & Operating Model Experience – 10%

- Experience supporting ministry or government-wide transformation initiatives.
- Familiarity with Government of Ontario, Groveton, CCOM, and product-based delivery principles is considered an asset.
