Role Overview The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Business Analyst with extensive experience in business analysis, enterprise transformation, Agile and Waterfall methodologies, requirements engineering, business process reengineering, stakeholder engagement, and enterprise architecture frameworks .
The successful candidate will provide holistic leadership across business analysis activities, project outcomes, and teams of Business Analysts. This role requires the ability to work closely with Product Owners, business stakeholders, technical teams, and senior management while translating complex business needs into clear functional and non-functional requirements and technology solutions.
Key Responsibilities
Business Analysis & Requirements Management
- Lead and conduct business analysis to assess client business problems and opportunities and document requirements for I⁢ solutions.
- Gather, analyze, validate, document, and manage complex business requirements.
- Develop functional and non-functional requirements, business rules, business models, user stories, use cases, and user interface requirements.
- Lead and facilitate in-depth workshops to elicit, review, document, and confirm business requirements.
- Apply business process reengineering concepts to identify alternative and cost-effective service delivery approaches.
- Conduct business modeling, use-case modeling, conceptual and logical data modeling, process and data flow modeling, business rules definition, and requirements analysis.
- Develop context diagrams, use-case models, service blueprints, process maps, data flow diagrams, systems diagrams, and customer journey maps.
- Develop effective user stories and ensure alignment with the overall product vision.
- Translate product strategy into detailed requirements, prototypes, and solution specifications.
- Maintain and refine approved business requirements throughout the project lifecycle.
Agile Leadership & Product Support
- Provide leadership across business analysis, project outcomes, and Business Analyst teams while aligning activities with Agile methodologies.
- Foster effective communication between Agile teams, Product Owners, and stakeholders.
- Manage and groom product backlogs based on user needs and prioritization inputs.
- Support Agile practices and continuous service improvement.
- Facilitate relationships between Agile teams and Product Owners.
- Help teams resolve conflicts, remove impediments, and improve self-organization.
- Mentor and coach teams on identifying and resolving impediments.
- Capture feedback and document sprint reviews to support project goals and improve team performance.
- Create and review user flows and user stories to ensure consistency across product features.
- Support QA, UAT, Architecture, and technical activities to ensure quality and enterprise standards are met.
Stakeholder Engagement & Communication
- Serve as a key point of contact for business analysis, Agile leadership, and team coordination.
- Engage business stakeholders and Subject Matter Experts to understand and document business needs.
- Lead presentations and demonstrations of solution designs and builds for consultation groups and stakeholders.
- Facilitate stakeholder discussions, consensus building, negotiation, and organizational approvals.
- Develop training materials and deliver training sessions related to project delivery methodologies.
- Prepare presentations, briefing notes, reports, assessments, and other stakeholder documentation.
- Maintain strong relationships with internal and external clients while providing a high level of customer service.
Product Planning & Delivery
- Support product planning and execution throughout the product lifecycle in collaboration with the Product Owner.
- Gather and prioritize product and customer requirements.
- Define product vision and ensure alignment with organizational strategy and goals.
- Identify gaps and opportunities to improve process flows and customer experience journeys.
- Conduct discovery, cost-benefit analysis, feasibility studies, and prototyping.
- Scope and prioritize activities based on business and customer impact.
- Work closely with business and IT teams to deliver solutions efficiently and achieve optimal time-to-market.
- Identify dependencies across teams and develop approaches to manage those dependencies without affecting delivery progress.
- Monitor progress, resolve issues, and report regularly to management and stakeholders.
Business Cases, Process Improvement & Architecture
- Develop strategies, business cases, cost-benefit analyses, and feasibility studies for business I⁢ initiatives.
- Conduct business analysis across all phases of the project lifecycle.
- Ensure alignment with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
- Ensure traceability between business requirements and I⁢ solutions.
- Evaluate technology alternatives and recommend cost-effective solutions that satisfy client requirements.
- Ensure recommended solutions comply with enterprise, cluster, and OPS I⁢ policies and standards.
- Support Requests for Proposals (RFPs), focusing on client requirements and evaluation of vendor responses.
- Oversee production support and configuration management activities as required.
- Manage problem identification and resolution activities to ensure timely resolution of production issues.
Experience & Skill Set Requirements Business Analysis & Technical Skills – 40%
- Proven experience leading and conducting business analysis for business and I⁢ projects.
- Experience assessing business problems/opportunities and documenting technical business requirements.
- Experience developing context diagrams, use cases, use-case models, systems diagrams, process maps, and data flow diagrams.
- Experience developing business service blueprints, user stories, technical and business process flows, and customer journey maps.
- Experience creating business cases and conducting options analysis.
- Experience developing cost-benefit analyses and feasibility studies.
- Strong experience developing functional and non-functional requirements.
- Experience facilitating detailed requirements-gathering workshops.
- Experience with business process reengineering, business models, business rules, and user interface design.
- Experience developing performance measures for projects and lines of business.
- Hands-on experience developing effective use cases and user stories.
Business Analysis & Enterprise Methodologies
- Minimum 10 years of experience working as a Business Analyst.
- Strong experience with both Agile and Waterfall methodologies.
- Knowledge and experience with Agile I⁢ methods and techniques associated with enterprise architecture framework development and implementation.
- Experience working with enterprise transformation, modernization, and service delivery projects.
- Experience with enterprise business architecture concepts and aligning recommended technologies with OPS standards.
- Knowledge of software development lifecycle, software design, development and integration, database concepts, UI design principles, change management, QA, risk management, disaster recovery, and business continuity planning.
- Experience conducting business analysis reviews and recommending options, changes, and contingency provisions.
- Experience providing technical leadership, functional business analysis, and architecture expertise to project teams, colleagues, and clients.
Agile & Product Delivery
- Experience facilitating relationships between Agile teams and Product Owners.
- Experience mentoring and coaching Agile teams.
- Experience supporting team self-organization and identifying gaps within Agile frameworks.
- Experience removing impediments and resolving team conflicts.
- Experience capturing sprint feedback and documenting sprint reviews.
- Ability to educate stakeholders and teams on Agile methodology and practices.
