Role Overview The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Report Developer with strong expertise in Microsoft Power BI, Power Query, M, DAX, SQL Server, data modeling, data visualization, and the Microsoft Azure ecosystem .

The successful candidate will support the Common Cluster Solutions Branch (CCS), which provides Business Intelligence, data analysis, performance reporting, analytics, consulting services, and self-service BI solutions that enable ministries and business partners to make informed operational decisions.

The resource will work on multiple priority projects involving operational, compliance, enforcement, and KPI reporting, while also supporting ongoing Microsoft Power BI development initiatives across the branch.

Key Project Areas The selected resource may contribute to several approved ministry priorities, including:

- SOLGEN Private Security & Investigation Services Branch (PSISB) – Compliance Enforcement Reporting Phase 1
- SOLGEN Private Security & Investigation Services Branch (PSISB) – Compliance Enforcement Reporting Phase 2
- SOLGEN Animal Welfare Services (AWS) – Critical Operational Reporting
- Modernized Use of Force Reporting
- Inventory of Mental Health Programs Reporting
- eRoster Reporting
- Other Microsoft Power BI development initiatives as required

Key Responsibilities Power BI Development & Data Modeling
- Develop high-quality Power BI reports, dashboards, and data models.
- Build Business Intelligence solutions using Power BI, M, DAX, and Power Query.
- Extract data from multiple sources using Power Query and select appropriate storage modes and connectivity types.
- Profile, clean, transform, and load data into Power BI.
- Design intuitive, high-performing, scalable, and maintainable data models.
- Work with different data schemas and BI implementation methodologies.
- Create compelling report designs and formatting suitable for executive, operational, and other stakeholder audiences.
- Implement effective report navigation and user experiences.
- Connect Power BI reports to appropriate data sources.
- Examine, organize, analyze, and present data cohesively through Power BI.

Azure, SQL & Data Integration
- Work within the Microsoft Azure ecosystem and Power Platform.
- Utilize Azure Data Factory and other Azure data services as required.




- Develop and maintain solutions using SQL Server and other database technologies.
- Work with Power BI datasets and associated data sources.
- Implement and support Power BI refresh processes.
- Apply appropriate connectivity approaches, including DirectQuery and Import, while considering their respective capabilities and limitations.
- Perform Power BI performance tuning involving measures, relationships, visuals, and data models.

Business Analysis & Stakeholder Collaboration
- Understand, capture, assess, and analyze complex and competing business requirements.
- Translate business needs into effective Power BI and Business Intelligence solutions.
- Conduct stakeholder consultations and document stakeholder interests and business needs.
- Partner with internal and external stakeholders, technical experts, developers, testers, and non-technical colleagues.
- Bring clarity to complex business challenges and conflicting business requirements.
- Facilitate common understanding of business issues and distinguish business process requirements from technology requirements.
- Develop reports for a broad spectrum of stakeholder groups.

Documentation, Testing & Knowledge Transfer
- Create and maintain comprehensive project and technical documentation.
- Produce diagrams, videos, and other visual content where required.
- Support testing teams during system and User Acceptance Testing (UAT).
- Collaborate effectively with Developers, Testers, and Program Managers.
- Participate in knowledge transfer activities.
- Undertake special assignments and sub-projects as assigned.
- Ensure alignment with applicable IT processes, policies, and standards.
- Analyze customer feedback and incorporate appropriate improvements to enhance the user experience.

Experience & Skill Set Requirements Technical Skills – 60 Points

- Proven experience as a Microsoft Power BI Report Developer, building Business Intelligence reports and dashboards.
- Demonstrated experience with M, DAX, and Power Query.
- Demonstrated knowledge and experience with the Microsoft Azure ecosystem and Power Platform, including Azure Data Factory.
- Proven experience with SQL Server and Power BI Datasets.
- Strong experience in data modeling and data visualization for Power BI.
- Experience working with different data schemas and BI implementation methodologies.
- Knowledge of data analysis and data management.
- Experience understanding, capturing, and analyzing complex and competing business requirements to develop Power BI and BI products.
- Demonstrated experience with Power BI performance tuning,



including measures, relationships, and visuals.
- Demonstrated experience working with Power BI data sources using DirectQuery and Import.
- Demonstrated experience with Power BI datasets and refresh processes.
- Ability to design high-performing, maintainable, and user-friendly Power BI solutions.

- Solid ability to partner with internal and external stakeholders and liaise with technical and non-technical teams.
- Proven experience developing clear and comprehensive documentation.
- Demonstrated experience collaborating with Developers, Testers, and Program Managers.
- Experience producing diagrams, videos, presentations, and other visual content.
- Experience analyzing customer feedback and responding effectively to improve customer experience.
- Strong ability to facilitate discussions and establish common understanding around complex business challenges.

Mandatory Requirements
- Minimum 5 years of relevant experience.
- Strong hands-on experience with Microsoft Power BI.
- Demonstrated expertise in M, DAX, Power Query, SQL Server, Power BI datasets, data modeling, and data visualization.
- Candidates must successfully complete the Ontario Public Service (OPS) Contractor Security Clearance Process.
