About The Role

PS Consulters is recruiting a senior consultant for a digital enablement engagement with a public sector institution in Manitoba. The client has an executive mandate to move its digital agenda forward and has allocated a dedicated budget for a senior external consultant to shape and drive that work: assessing where the organization actually stands, building a roadmap leadership can commit to, and establishing the governance to keep delivery honest after the consultant leaves. This is a trusted-advisor seat, not an implementation role.

The successful candidate will spend most of the engagement with directors, executives, and working groups: drawing out what is really blocking progress, converting ambition into a sequenced plan with owners and measures, and building enough internal alignment that the plan survives contact with budget season. The engagement's defined budget signals a client that is serious about the outcome and expects a consultant of matching seniority. The engagement is contracted through PS Consulters within a defined client budget; applicants state rate expectations against an expected substantial multi-month scope.

Delivery is remote with periodic on-site sessions in Manitoba. Work is delivered in English. This is an anticipated contract role tied to an active public sector procurement. Start dates depend on award and onboarding timelines.

Responsibilities

- Assess current digital capabilities, platforms, and pain points across business units through interviews, workshops, and artifact review
- Identify and prioritize enablement opportunities with realistic effort, dependency, and benefit assessments




- Build a sequenced digital roadmap with business cases sufficient for executive decision-making
- Facilitate executive and stakeholder sessions; surface disagreement early and drive genuine alignment
- Establish portfolio governance: decision forums, intake, measurement, and benefit tracking
- Coach internal leads so momentum continues after the engagement concludes
- Deliver polished written artifacts throughout: findings, options papers, the roadmap, and an executive summary suitable for board-level audiences

Requirements

- 10+ years in digital transformation, digital strategy, or enablement consulting, with engagements led personally (not only contributed to)
- A demonstrable track record of roadmaps that were adopted and delivered, with references able to confirm outcomes
- Executive-level facilitation and interviewing skills; comfort challenging senior stakeholders constructively
- Exceptional written English; the deliverables of this engagement are documents that must stand on their own
- Experience in public sector or similarly governed environments

Qualifications

- Legally eligible to work in Canada: Canadian citizen, permanent resident, or valid work permit
- Available as an incorporated (corp-to-corp) or T4 contractor
- Able to state hourly rate expectations and earliest availability date in the application

Nice to Have
- Higher-education sector experience
- Organizational change management certification (PROSCI or similar)
- Advantages-realization or portfolio-management frameworks in practice
- Experience establishing data or digital governance structures
