- Real Estate: We provide a broad range of pre-planning, acquisition, disposition, leasing, project management, relocation, and space management services to facilitate facility and real estate solutions that help Minnesota state agencies succeed.
- Construction Services: We serve as the State's owner's representative on construction projects for Minnesota state agencies. The cost and complexity of today's buildings, the importance of time, and the need to deal with unanticipated events and unforeseen conditions all necessitates for an integrated and managed approach to the delivery of facility projects for these agencies.

We are seeking a Senior Director (RECS Director) to lead the RECS division in providing services to state agencies, including property leasing, space planning and allocation, property acquisition and disposition, overseeing design, and construction project management. You will provide leadership, direction, oversight, and support to the RECS division and represent it within the agency and with external constituents. You will also be responsible for leading the development and implementation of enterprise-wide governance policies and procedures, including overseeing the division's operating and project bond budgets, ensuring strong financial controls, timely and accurate contractor payments, and full compliance with fiscal policies, guidelines, and laws. In this role, you will work closely with senior management staff in state agencies and represent Admin to legislative bodies and other government entities. This position reports to the Assistant Commissioner, directly supervises three (3) unit/sectional managers and indirectly up to 30 professional and support staff, and oversees approximately a $6-$7 million biennial operating budget and $100+ million in capital improvement funding.

In this critical leadership role, you will lead others and represent the State of Minnesota by modeling behaviors that build trust, foster effective collaboration, remove barriers, seek and integrate multiple perspectives when prioritizing initiatives and strategies, coordinate work aligned with agency and enterprise priorities, and steward resources responsibly.

This position is eligible for a hybrid telework arrangement. With a telework arrangement, additional onsite attendance will be required to provide leadership and direction to the team or as requested by management to meet business needs. traveling of up to 5% will be required to meet with stakeholders, partners, and/or customers at their preferred location(s).

Minimum Qualifications The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position.

- Five (5) years of experience managing a large-scale construction project management operation or leasing services program.
- A Master's degree in real estate, construction management, construction science, architecture, engineering, or related field may substitute for 18 months of experience as described.
- A Bachelor's degree as provided above may substitute for one (1) year of experience as described.
- An Associate's degree as provided above may substitute for six (6) months of experience as described.

- Knowledge of architectural design, engineering, construction project management, and energy conservation/building sustainability.
- Knowledge of real estate planning and transactions, including leasing, acquisition, disposition, and easements.
- Experience with financial/budget development, management, and monitoring to direct fiscal resources to achieve full productivity of operations.
- Knowledge of public procurement and/or administration of contracts, grants, leases, and similar agreements.
- Experience as a manager or supervisor managing, leading, and holding others accountable.
- Robust leadership capabilities to create and implement an organizational vision, achieving results with stakeholders, partners, and customers; and to serve as a trusted resource or relationship manager.

Preferred Qualifications

- Experience in state government and public administration.
- Knowledge of legislative processes and public policy development.
- Effective communication skills to present ideas, policies, and complex programs to a wide range of audiences, including preparing and presenting testimony at legislative hearing and conference committees.
- Interpersonal and human relations skills to establish and maintain strong working relationships within the agency, other agencies, stakeholders, partners, and customers.
- Strong problem-solving abilities and resourcefulness to identify, analyze, and resolve a broad range of complex problems to achieve program efficiency and success.
- Proficient negotiation and mediation skills sufficient to resolve differences between competing priorities and interests.
- Champion change by continuously seeking and examining best practices.
