Position Title: Senior Policy Advisor (Full-time, permanent)

About the Labour Market Information Council The LMIC is a team of passionate and skilled professionals striving to strengthen the pan-Canadian ecosystem of labour market information to meet the evolving and diverse needs of Canadians. We seek to empower Canadians to make informed decisions by enabling access to quality, relevant, comprehensive data and insights across the pan-Canadian LMI ecosystem. This facilitates better-informed decision making by employers, workers, job seekers, researchers, policy makers, educators, career practitioners, students, parents, equity-seeking groups and other stakeholders.

This work is performed in the context of a rapidly changing labour market ecosystem, including evolving government/stakeholder needs and products, the availability of high-frequency ‘big data,’ and the growth of private sector LMI providers. LMIC analysis, products, activities, and strategy recommendations must be informed by valid, up-to-date, relevant, and accurate information that reflects the dynamic nature of these factors and their associated interactions.

Our efforts are guided through engagement with federal, provincial and territorial governments, intermediary service organizations, academic researchers and private sector partnerships.

Work Requirements

LMIC is seeking a Senior Policy Advisor to advance its research and policy agenda. This position is within LMIC’s research team, who conduct internal qualitative and/or quantitative projects and publications, product development, projects done in collaboration with external partners, and undertaking other administrative responsibilities as requested.

The successful candidate will collaborate with multi-disciplinary colleagues on a range of projects and initiatives using a variety of tools. Training and professional development opportunities are available to all LMIC staff. The Senior Policy Advisor will also bring enthusiasm, curiosity and new perspectives to the organization.

The Senior Policy Advisor should have a demonstrated record of teamwork, writing, research output, project management, presentation skills, and critical thinking skills. They will lead and manage various labour market-related projects related to topics such as artificial intelligence, strategic workforce development, youth labour markets, skilled trades, labour market imbalances and skill alignment, among other topics.

The ideal candidate will be one who can effectively lead a given portfolio of work, develop a robust approach, execute analyses and interpretation of complex policy topics,



and work with LMIC’s senior leadership to craft strong narrative reports that align with LMIC’s mandate and role in the LMI ecosystem.

The Senior Policy

Advisor should also be comfortable embracing mixed methods in each project where necessary and work collaboratively with researchers to produce strong evidence for a given policy area.

The writing component of the position includes the ability to communicate complex concepts to a range of audiences and being comfortable working with the Director of Communications to help shape the content of written work to the specific targeted audience.

The public facing component of the position includes supporting the management of LMIC advisory panels with the Senior Leadership Team. The successful candidate will also be expected to present at conferences, regularly engage with media in multiple formats, and participate in webinars, educational videos, and in-person presentations. In addition, many of our projects involve coordination with external partners from the government, research, private and non-profit sectors.

Experience and comfort with public-speaking, exercising political acuity, and managing leadership-level external partners will be a strong asset.

The critical thinking component of the position includes the ability to parse various interrelated concepts and establish clear, logical solutions that aligns with LMIC’s mandate and strategic goals. The individual in this role will also have to exercise strong judgment and ability to navigate Canada’s public and private sector labour market ecosystem.

LMIC is a highly multi-disciplinary team, and our work involves working with communications, product development, production and data teams. The successful candidate should be comfortable working with different disciplines to accomplish LMIC’s goals and mandate.

Priority will be given to candidates with experience in the policy, economics, labour market and education sectors, and with backgrounds in evaluation and/or strong qualitative or quantitative research skills.

Key Responsibilities In a multi-project environment, researchers may contribute to LMIC projects through any or all of the following activities:

- Supporting the management of LMIC advisory panels
- Leading portfolios of policy research
- Leading a team to collect and/or analyze quantitative and/or qualitative data.
- Engaging with media and presenting at conferences, LMIC video content and public events
- Working with senior researchers,



research assistants, management and staff on the progress of projects and to ensure that project standards are met
- Liaising/coordinating with external research partners and stakeholders.
- Reporting on projects to management as appropriate
- Assisting with research dissemination activities e.g., supporting presentations, providing event support etc.

Qualifications and Knowledge Domains

· A Master’s Degree or equivalent experience

· Three to eight years of related experience, preferably in or related to provincial or federal policy

· Knowledge of quantitative and/or qualitative research methods

· Evidence-based orientation

· Excellent written and oral communication skills

· Strong interpersonal and organizational skills

· Proven ability to work collaboratively

· Very strong public presentation skills

· Strong political acuity

· Experience working with governments and/or public-sector institutions

· Proficiency with written and spoken French is an asset

· Growth mindset

Location

LMIC's head office is in an accessible building in downtown Ottawa, and LMIC currently operates in a flexible work from home environment. As a pan-Canadian organization, we welcome applications from remote and home-based candidates anywhere in Canada. Note that there may be travel, as required.

The salary range for this position is $80-100k, commensurate with the candidate's experience and qualifications.
