Job Summary

Accelyst is seeking a Senior Program Manager, Organizational Change & Transformation to lead a large-scale organizational transformation supporting the transition from a project-based to a Product-Based Delivery Model .

The ideal candidate will have strong experience in organizational change management, transformation leadership, stakeholder engagement, executive communications, organizational readiness, governance, and benefits realization , preferably within a public-sector environment.

Key Responsibilities

- Lead end-to-end organizational change and transformation initiatives.
- Develop transformation roadmaps, integrated plans, milestones, dependencies, risks, and success measures.
- Develop and execute Change Management and Organizational Readiness strategies .
- Conduct stakeholder analysis, impact assessments, readiness assessments, and adoption planning.
- Lead executive communications, workshops, town halls, focus groups, and stakeholder consultations.
- Support future-state operating model, roles, governance, and organizational design .
- Develop training, onboarding, change champion, and adoption strategies.
- Establish governance, reporting, risk management, and advantages realization frameworks.
- Develop KPIs, adoption metrics, readiness measures, dashboards, and executive reports.
- Coordinate business, technology, HR, communications, and ministry partner workstreams.




- Provide strategic guidance to senior leadership and manage transformation risks.
- Develop post-implementation adoption and sustainability plans.

Required Qualifications

- 10+ years leading complex organizational transformation and change management initiatives.
- Strong knowledge of industry-standard Change Management frameworks and methodologies .
- Proven experience with stakeholder analysis, change impact, readiness, and adoption assessments.
- Strong experience developing large-scale communications and engagement strategies .
- Excellent facilitation skills for leadership workshops, town halls, focus groups, and stakeholder sessions.
- Experience developing KPIs, adoption metrics, readiness measures, and benefits realization frameworks .
- Strong program management experience across multiple workstreams.
- Experience developing integrated plans, governance models, risk frameworks, and transformation roadmaps.
- Excellent executive communication, presentation, negotiation, and influencing skills.
- Ability to manage complex stakeholders and competing priorities.

Nice to Have

- Public-sector/government transformation experience.
- Experience with governance, approvals, accountability, and labour relations.
- Familiarity with Government of Ontario, GovTechON, CCOM, and Product-Based Delivery principles.
- Experience with Azure DevOps, Microsoft 365, Power BI, SharePoint , or PPM tools.
