Contract: August 24, 2026 – March 31, 2027

We are seeking an experienced Senior Project Manager / Program Manager to lead a large-scale organizational transformation initiative within the public sector. The successful candidate will provide strategic leadership across organizational change, stakeholder engagement, communications, governance, operating model transformation, and business readiness .

- Lead the end-to-end organizational transformation and change management program.
- Develop integrated transformation plans, roadmaps, milestones, dependencies, risks, and success measures.
- Lead the transition toward a Product-Based Delivery Model and support future-state operating model development.
- Develop and execute comprehensive change management, organizational readiness, and adoption strategies.
- Conduct stakeholder impact and readiness assessments and identify resistance points and adoption barriers.
- Lead communications and engagement strategies across executives, employees, ministry partners, and other stakeholders.
- Facilitate leadership workshops, town halls, focus groups, stakeholder consultations, and ministry partner forums.
- Develop executive presentations, key messages, communication materials, training materials, and engagement plans.
- Establish governance structures, reporting mechanisms, and executive decision-support materials.
- Develop KPIs, adoption metrics, readiness measures, and benefits realization frameworks.
- Coordinate activities across business, technology, HR, communications, and operational teams.
- Provide strategic advice to senior leadership on transformation risks, readiness, and mitigation strategies.
- Develop transition roadmaps, change champion frameworks, training and adoption strategies, and post-implementation sustainability plans.
- Monitor and report on program health, transformation progress,



outcomes, and key success factors.

Must-Have Qualifications
- 10+ years of experience leading complex organizational transformation and change management initiatives.
- Strong knowledge and practical application of industry-standard change management frameworks and methodologies .
- Proven experience designing and executing large-scale communications and stakeholder engagement strategies .
- Strong facilitation experience with leadership workshops, town halls, focus groups, and stakeholder consultations .
- Experience developing KPIs, adoption metrics, organizational readiness measures, and benefits realization frameworks .
- Proven ability to develop integrated plans, governance models, risk management frameworks, and transformation roadmaps .
- Strong experience managing complex, multi-workstream transformation programs.
- Excellent stakeholder management, communication, negotiation, facilitation, and conflict-resolution skills.
- Experience influencing senior leaders and driving organizational alignment in complex environments.

Nice to Have
- Experience working in a public sector / government workplace .
- Knowledge of government governance, approvals, accountability requirements, and labour relations considerations.
- Experience with organizational design and operating model transformation .
- Familiarity with Government of Ontario, GovTechON, Common Cluster Operating Model (CCOM), and product-based delivery principles .
- Experience with Azure DevOps, Microsoft 365, Power BI, SharePoint , and project portfolio management tools.
- Change management, Agile, Scrum Master, or Lean Six Sigma certification.
