Position: Senior Project Manager III

Location: Remote within Canada (Preferred) / Fredericton, New Brunswick (Onsite Optional)

Engagement: Full-Time Contract (12 Months)

Start Date: August 24, 2026

End Date: August 20, 2027

Extension: Two (2) optional extensions of 130 days each

About the Opportunity

Service New Brunswick (SNB), on behalf of the Department of Health's Provincial Health Application Services (PHAS), is seeking an experienced Senior Project Manager III to lead the implementation of the New Brunswick Cancer Network (NBCN) Lung and Cervical HPV Screening Project.

The Provincial Health Application Services Branch is responsible for the delivery, maintenance, enhancement, optimization, and support of healthcare applications across New Brunswick. As part of the Department of Health's modernization strategy, the successful consultant will oversee the implementation of modern digital solutions supporting the launch of the Lung and Cervical Human Papillomavirus (HPV) Screening Programs, replacing legacy cancer screening systems with secure, scalable, and integrated healthcare technology.

This is a senior leadership opportunity requiring extensive public-sector healthcare project management experience, stakeholder engagement, governance, risk management, and digital transformation expertise.

Key Responsibilities The successful candidate will be responsible for:

- Providing overall leadership and governance for large-scale healthcare technology initiatives.

- Managing project scope, schedule, budget, quality, resources, and deliverables.

- Developing and maintaining detailed project plans.

- Managing project timelines, milestones, and resource allocations.

- Preparing and presenting project status reports to executive leadership.

- Leading communication planning and stakeholder engagement activities.

- Coordinating internal teams, vendors, and business stakeholders.

- Managing project risks, issues, dependencies, assumptions, and change requests.

- Monitoring project budgets and financial performance.

- Facilitating Steering Committee meetings and executive briefings.

- Leading cross-functional project teams throughout the project lifecycle.

- Ensuring successful implementation and transition into operations.

- Working within the SNB Project Management Framework.

- Supporting additional strategic initiatives as assigned.

Requirements

Mandatory Requirements (M1–M6)





Applicants must clearly demonstrate all of the following mandatory qualifications:

M1

Bachelor's or University Degree in:

- Computer Science

- Information Technology

- Business Administration

- Health Informatics

- Health Sciences
- or a closely related discipline.

Equivalent combinations of education and experience may also be considered.

M2

Minimum 10 years of demonstrated experience in IT Project Management, managing complex enterprise technology initiatives.

M3

Minimum 2 years of demonstrated experience as a Senior Project Manager delivering Digital Health projects within the Public Sector in New Brunswick, Canada.

M4

Excellent verbal and written communication skills in English.

M5

Availability to commence work on August 24, 2026.

Minimum 2+ years of Project Management experience supporting:

- Provincial Cancer Screening Programs

- Public Sector Health Programs within a Canadian jurisdiction

Minimum 2+ years of demonstrated knowledge of privacy and security legislation related to Personal Health Information, including:

- PHIPA (Personal Health Information Protection Act)

- Provincial healthcare privacy and security practices

Recognized Project Management certification such as:

- PMP (Project Management Professional)

- PRINCE2 Practitioner

- Certified ScrumMaster (CSM)

- PMI-ACP

- Equivalent recognized Project Management certification
