The Government of the Northwest Territories is seeking a Senior Project Officer to join the Department of Infrastructure's Design and Technical Services, Air and Transportation team in Yellowknife.
This role provides engineering and project management expertise for major transportation infrastructure across the Northwest Territories, including highways, structures, marine facilities and related assets. You will contribute to the planning, design and delivery of Capital and Operations & Maintenance projects within programs valued at up to $700 million.
About the Role
Reporting to the Manager, Design & Technical Services, Air & Transportation, you will work as part of multidisciplinary project teams to develop project scopes, designs, specifications and cost estimates and administer engineering and construction contracts. You will work closely with contractors, engineers, technicians, community officials, regulatory agencies and other GNWT departments, with regular travel to project sites throughout the NWT.
Key Responsibilities
- Develop project scopes using preliminary engineering, field, community and technical data and provide engineering advice to project managers and clients.
- Prepare and review preliminary designs, specifications, quantities, schedules and cost estimates for transportation infrastructure projects.
- Lead tender and contract administration activities,
including bid reviews, change orders, progress certification and contractor performance evaluations.
- Oversee contractors and project staff and conduct inspections to ensure work meets approved plans, specifications, schedules and quality requirements.
- Coordinate environmental and other permitting requirements and ensure projects comply with applicable engineering, safety and regulatory standards.
- Work with communities, consultants, regulatory agencies and other stakeholders throughout project planning, design and construction.
Qualifications Required Typically, the above qualifications would be attained by:
- A bachelor's degree in Civil Engineering or a related discipline, combined with five years of experience in the design, construction and management of projects.
- A valid Class 5 Driver's Licence is required.
- Registration with the Northwest Territories and Nunavut Association of Professional Engineers and Geoscientists (NAPEG) within 90 days of hire is required, with flexibility for international registrants.
- Equivalent combinations of education and experience will be considered.
