This position will be part of the Enterprise Services team, which delivers a full suite of services to state agencies, boards, councils, and commissions, and many central services to local government partners.
As the Shared Financial Services Manager, this position will lead and oversee financial reporting and financial operations, including maintenance of the general ledger, billing and accounts receivable, accounts payable, payroll. This position will oversee the preparation of fiscal notes, legislative reports, executive financial reports, and comparable financial analyses for governing bodies and senior leadership. This position will coordinate the preparation of financial statements, supporting schedules, and related disclosures for inclusion in the Annual Comprehensive Financial Report (ACFR), in accordance with Minnesota Management and Budget (MMB) guidance and applicable GAAP and GASB requirements.
This position will be responsible for developing, implementing, and improving financial policies, procedures, processes, systems, reporting tools, and internal controls to strengthen efficiency, accuracy, compliance, and accountability. This position will also support and coordinate financial and compliance audits, respond to audit requests and findings, and ensure the timely preparation of supporting documentation. This position will ensure financial reporting and financial operations comply with federal directives, state law, GAAP, GASB standards, MMB guidance, and department policies, while promoting sound stewardship of public funds and the timely delivery of accurate fiscal information.
In addition, this position will provide leadership, technical expertise, and strategic counsel to MNIT’s Chief Financial Officer on fiscal policy, financial management, audit matters, and operational issues necessary to support the complex administrative, reporting, and programmatic requirements of statewide financial operations.

Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%. Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%. Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.
Experience maintaining public‑sector general ledgers for multiple state fund types; leading fiscal year‑end and other financial close processes and the setup of new fiscal‑year budgets and accounts, and preparing and reviewing accrual‑based financial statements in accordance with applicable Governmental Accounting Standards Board (GASB) standards, including the Statement of Net Position (Balance Sheet), Statement of Revenues, Expenses and Changes in Net Position (Income Statement), Statement of Cash Flows, and financial statement notes and disclosures.
Experience leading and working effectively with financial operations teams (like payroll, accounts payable, accounts receivable, billing, audit, financial reporting) including providing advice and guidance, establishing priorities, providing technical direction, resolving operational issues, and ensuring timely, accurate, and compliant financial activities.
Experience interpreting, applying, and implementing GASB accounting standards in a large, complex organization, including ensuring compliance with federal directives, state laws, GASB requirements, and state and agency financial policies; supporting financial audits; and developing, implementing, or improving financial policies, procedures, processes, systems, reporting tools, and internal controls.
Experience performing complex financial analysis and reporting, applying sound judgment and problem‑solving skills to identify issues, evaluate alternatives, assess financial and operational impacts and risks, and develop and implement effective solutions.
Experience developing and presenting financial reports to leadership and other stakeholders, and communicating complex financial, accounting, and analytical information to non‑financial audiences, including translating technical information into clear business impacts, options, and recommendations to support informed decision‑making. Customer‑focused approach grounded in active listening, empathy, and solution‑oriented problem‑solving, complemented by formal or informal leadership and people engagement skills to deliver positive user experiences and high‑performing results. Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, Economics, Data Analytics, or a related field.
Certified Public
Accountant (CPA) license in active or inactive status.
Experience using data analytics to support financial decision‑making, performance measures, or strategic planning, specifically experience with Microsoft Power Platform (Power BI, Power Apps, Power Automate).
Experience preparing fiscal notes, legislative reports, executive financial reports, or comparable financial analyses for governing bodies and senior leadership. Knowledge of state and federal financial regulations, governmental accounting standards, government contracting principles, and IT‑related financial practices.
