Our ministry is responsible for protecting consumers in an increasingly complex economic workplace; overseeing registry activities, like vehicle, business and land registrations; and cutting red tape by one-third to reduce costs, speed up approvals, and make life easier for hard-working Albertans and businesses. The ministry also oversees the policies and legislation related to the regulation of the alcohol, cannabis, gaming, and horse racing industries in the province.

Role Responsibilities

Do you want to help support a fair marketplace in Alberta? The Consumer, Registry, and Strategic Services Division is looking for an enthusiastic, self-motivated, organized individual with strong leadership and communication skills to join our team. Through the Consumer and Citizen Services Branch, the ministry supports a fair, effective marketplace for consumers and businesses by developing, administrating and enforcing consumer-related legislation and promoting consumer awareness and education for consumers and businesses concerning their rights and responsibilities.

We require two (2) positions, one reporting to the Manager of Market Standards, and the second position reporting to the Manager of Regulations and Administration, the successful candidates will be responsible for:

- Taking enforcement action, including issuing license cancellations and suspensions, issuing administrative penalties and Director’s Orders, and entering into Undertakings, as appropriate.
- The interpretation of consumer related legislation, providing expert legislative, policy and program advice to internal and external stakeholders, and developing and implementing legislative amendments to ensure an informed, fair and competitive marketplace.
- Participating in the development of new policies and processes as they relate to consumer related statutes, including the Condominium Property Act, Real Estate Act, Consumer Protection Act, Residential Tenancies Act, Mobile Home Sites Tenancies Act, Debtor’s Assistance Act, Cemeteries Act and Funeral Services Act, are also key responsibilities.
- Developing a comprehensive knowledge of business practices and other government legislation/agreements that have an impact on the Statutes administered.




- This position will also include working with delegated regulatory organizations, like the Real Estate Council of Alberta, providing education and information sessions to key stakeholders, participating in cross-Ministry working groups, and assisting in the development and review of consumer resources.

Statute administrators are regulatory and subject matter experts on designated/delegated legislative and/or administrative regulatory frameworks. A statute administrator is expected to provide expert advice and interpretation on the legislation, exercise administrative decision making responsibilities under the framework, provide guidance on the administration of operational requirements, and engage in liaison work and outreach with internal and external stakeholders, including members of the public, licensees and registrants, non-governmental and civil organizations, industry associations, and provincial and federal ministries. Statute administrators provide subject matter expertise to Communications, on policy and legislative projects, and assist other branches or ministries as required. Statute administrators monitor their regulatory areas for market changes or risks to the public and make recommendations or provide direction on policy, process, legislative, and regulatory matters.

Qualifications

University graduation in a related field (Law, Social Sciences, Business Administration, Public Policy, etc.); and a minimum of six (6) years of related experience (Policy Analyst, Legal Counsel, Compliance Officer, etc.)

Equivalencies may be considered:

Diploma and a minimum of eight (8) years of related experience, Certificate and a minimum of nine (9) year’s related experience, No education and a minimum of ten (10) year’s experience in Policy Analyst, Legal Counsel,



Compliance Officer etc.

Required:

- Working knowledge of administrative law and natural justice.
- Strong written and oral communication skills.

Assets:

- Practising lawyer in administrative law or experience, training, or certification in administrative law.
- Experience with administrative justice standards and natural law.
- Experience applying and interpreting legislation.
- Experience rendering administrative decisions.
- Experience and knowledge of legal and governmental principles, as well as consumer protection initiatives.
- Experience navigating relationship management (business and consumers) including difficult relationships and conflict resolution.
- Experience working with consumer protection legislation.
- Experience with or training in law enforcement standards.

Type of position: Two (2) temporary salaried positions (expected end dates of 13 months and August 31, 2027).
