Description The Technical Release Manager / Technical Program Manager is responsible for leading the planning, governance, coordination, and execution of technical programs and production releases for the Omnichannel Engagement Platform (OEP). This role ensures engineering initiatives are thoroughly planned, coordinated, governed, and communicated from initiation through production deployment.
The position serves as the central point of coordination across engineering leadership, functional tower leads, operations, and external partners to drive alignment, manage dependencies, facilitate decision-making, and ensure successful execution.
The ideal candidate combines exceptional program and release management skills with strong technical acumen. While not expected to design or develop software, they must possess sufficient technical understanding to ask the right questions, challenge assumptions, validate implementation and testing strategies, identify gaps in technical plans, and proactively manage delivery risks before they impact execution.
Requirements
– 8+ years of technical program management, technical project management, or release management supporting enterprise software platforms.
– Experience leading complex software delivery programs with multiple workstreams, dependencies, and cross-functional teams.
– Proven experience managing production releases and coordinating large-scale implementation activities.
– Strong understanding of Agile delivery, SDLC, Azure DevOps (ADO), release governance, and production implementation planning.
– Working knowledge of APIs, microservices, cloud platforms, CI/CD pipelines, DevOps, and modern software engineering practices sufficient to effectively challenge assumptions and validate engineering plans.
– Experience preparing executive-level communications, dashboards, presentations, and delivery status updates for Director- and VP-level leadership.
– Demonstrated success managing risks, issues, dependencies, critical path activities, and executive escalations.
– Experience coordinating engineering leadership, functional tower leads, operations, and external delivery partners.
Job responsibilities
Program & Project Management
– Lead end-to-end planning, coordination, and governance of technical programs and production releases.
– Develop and maintain integrated project plans, milestones, dependencies, critical path activities, and delivery schedules.
– Coordinate cross-functional workstreams to ensure alignment with committed milestones and release objectives.
– Monitor overall program health and proactively address issues that may impact delivery.
Technical Planning & Release Management
– Partner with engineering leadership, functional tower leads, and external partners to translate technical solutions into executable implementation plans.
– Review implementation plans for completeness, sequencing, validation activities, dependencies, rollback procedures, operational readiness, and production support requirements.
– Consolidate implementation activities into Azure DevOps (ADO) work items, release documentation, implementation plans, release notes, and operational runbooks.
– Challenge technical plans when implementation details, validation activities, or dependencies are incomplete or introduce unnecessary delivery risk.
Risk, Issue & Dependency Management
– Proactively identify technical, operational, and program risks before they impact delivery.
– Manage cross-team dependencies and critical path activities across multiple concurrent initiatives.
– Drive mitigation planning, issue resolution, and executive escalation as appropriate.
– Provide leadership with clear recommendations, business impacts, and decision points rather than simply reporting status.
Executive Communication & Governance
– Prepare concise executive-level status reports, dashboards, presentations, and release readiness updates.
– Translate complex technical initiatives into clear business outcomes, delivery confidence, milestones, risks, and recommended actions.
– Present program health, implementation readiness, RAID items, delivery forecasts, and strategic recommendations to Directors, VPs, and senior leadership.
Cross-Functional Leadership
– Coordinate activities across engineering leadership, QA, DevOps, Requirements, Operations, and external partners.
– Build trusted relationships that promote accountability, transparency, collaboration, and timely decision-making.
– Influence without direct authority while driving alignment across multiple organizations and workstreams.
Partner & Vendor Management
– Coordinate delivery across multiple external engineering partners.
– Drive accountability for partner commitments, timelines, quality, and delivery execution.
– Facilitate issue resolution, resource coordination, and executive escalations when necessary.
– Foster a collaborative,
one-team delivery culture across client and partner organizations.
Continuous Improvement
– Identify opportunities to improve release governance, delivery planning, operational readiness, and execution maturity.
– Drive improvements to release documentation, implementation quality, and engineering delivery processes.
– Promote best practices that improve delivery predictability, operational excellence, and production stability.
GlobalLogic estimates the starting pay range for this role to be performed remotely in Canada is $140,000 CAD to $155,000 CAD and reflects base salary only. This pay range is provided as a positive faith estimate and the amount offered may be higher or lower. GlobalLogic takes many factors into consideration in making an offer, including candidate qualifications, work experience, operational needs, travel and onsite requirements, internal peer equity, prevailing wage, responsibilities, and other market and business considerations.
