Technical Specialist, Real Property Management (Property and Asset Management Specialist)

We're looking for a Technical Specialist, Real Property Management (Property and Asset Management Specialist)to support the delivery of real property projects and programs for our Client-Partners. In this role, you'll provide technical expertise in facility management, maintenance planning, energy management, capital renewal planning, and real property development. Your work will help ensure facilities remain safe, operational, sustainable, and ready to support critical defence operations.

What You'll Do
As a key member of our Real Property Management team, you'll support the planning, operation, renewal, and performance of Client-Partner facilities and assets.

Real Property & Facility Management

Lead complex real property projects, including facility assessments, technical reviews, strategic plans, and development plans.

Develop and administer maintenance, facility management, and energy management programs.

Identify maintenance and repair requirements, prepare estimates, and develop technical reports.

Conduct facility audits to evaluate compliance, condition, maintenance needs, energy efficiency, and client satisfaction.





Project & Stakeholder Support

Assist with operational requirements, business cases, investigations, and procurement planning.

Support project management activities related to real property information systems.

Build and maintain effective relationships with Client-Partners, stakeholders, and industry contacts.

Ensure services meet corporate quality standards and client expectations.

Additional Responsibilities

Contribute to policy development and continuous improvement initiatives.

Prepare monthly reports and performance updates.

Support business development activities and risk management.

Perform other duties as assigned.

What You'll Bring
Education & Experience

College diploma in land use planning, engineering, architecture, facility/property management, or a related field, with four years of relevant experience, or an equivalent combination of education and experience.

Assets

- Certified Engineering Technologist (CET)

- Registered Professional Planner (RPP)

- Real Property Administrator (RPA)

- Facilities Management Administrator (FMA)

Knowledge & Skills

Knowledge of real property, land use planning, facility management, and maintenance best practices.

Understanding of government policies and procedures related to real property management.

Strong project and risk management skills.

Proficiency with computer software and operating systems.

Ability to provide technical guidance and advice to colleagues and Client-Partners.

Working Conditions

Typical office workplace with occasional travel.





Some work may take place on construction sites where basic safety equipment may be required.

As a support base, it provides administrative, operational, and logistical services to more than 113 units across multiple sites and armouries and supports NORAD fighter operations as required. 17 Wing Winnipeg proudly supports both 1 and 2 Canadian Air Divisions as lodger units.
