Salary: $48.61 to $70.44 per hour ($88,470.20 to $128,200.80 per annum)

Qualifications
MINIMUM FORMAL EDUCATION/TRAINING:

Undergraduate degree required in Business Management, Computer Science (or equivalent), or a college diploma with a specialization in Project Management is required.

PMI’s PMP, PMI-ACP or PRINCE2 certification is required.

EXPERIENCE:

Seven to ten years of experience in a project manager/program manager role, delivering projects with formalized project management (e.g., PMBOK, PRINCE2, or equivalent) is required.

Minimum seven years of experience developing and managing project/program budgets is required.

Proven experience developing, managing, and tracking project plans, schedules, and resources is required.

Previous experience leading a Digital Enablement team would be a definite asset.

Previous experience leading a Data Analytics team would be a definite asset.

Experience with Data Governance would be a definite asset.

Experience working as a Project Manager in a Post-Secondary Institution would be a definite asset.

An acceptable equivalent combination of education and experience may be considered.

SKILLS AND ABILITIES:

Strong practical project management and analytical skills are required.

Excellent communications skills, both verbal and written (with the ability to communicate to various levels of management) are required.

Strong planning, organizational, analysis, facilitation, and problem‑solving skills are required.

Must be adaptive to change and able to manage stress effectively.

Ability to quickly learn, become competent in, and effectively apply new skills is required.

Strong attention to detail with good follow up skills required.

Ability to work both independently and as part of a team is required.

Ability to work under pressure and to exhibit effective time management skills is required.

Ability to work effectively within established deadlines is required.

Ability to work self‑managed and with independent judgement and action is required.

Ability to exercise critical thinking and problem‑solving abilities is required. Ability to lead and promote change in an administrative setting is required.





Must approach situations by actively looking for opportunities to improve project processes.

Advanced proficiency in the use of a Microsoft Project or other similar project management software is required.

Advanced proficiency using Word, and Excel is required.

Advanced proficiency using Microsoft SharePoint and Teams is required.

Satisfactory work record, including satisfactory attendance and punctuality, is required.

OTHER JOB RELATED QUALIFICATIONS:

Change Management certification would be considered an asset.

Key responsibilities

Lead the delivery of Data Analytics and Digital Enablement projects and initiatives, coordinating technical teams, business stakeholders, and external partners to achieve approved objectives, timelines, and outcomes.

Collaborate with business units, data owners, governance committees, and subject matter experts to define business requirements, success measures, data stewardship expectations, and operational objectives.

Lead and manage projects in accordance with approved governance frameworks, project scope, schedules, budgets, and resource allocations.

Develop and maintain project management deliverables, including project charters, work plans, schedules, budgets, resource plans, risk registers, assumptions, dependencies, and communication plans.

Monitor and manage project progress, risks, issues, decisions, and interdependencies, ensuring timely resolution and escalation where appropriate.

Build and maintain strong stakeholder relationships by providing clear and consistent communication regarding project status, deliverables, risks, impacts, and key decisions.

Manage project financials, including budget development, forecasting, expenditure tracking, variance analysis, and financial reporting.

Define and monitor project success measures, expected benefits, and key performance indicators to support value realization and continuous improvement.

Collaborate with project sponsors, clients, and stakeholders to confirm project scope, deliverables, priorities, and acceptance criteria, ensuring formal approvals are obtained at key project milestones.





Lead or facilitate business process analysis, requirements gathering, and solution evaluation activities to support effective organizational and technology outcomes.

Coordinate work across multiple IST teams, business units, and institutional stakeholders to manage project dependencies, resource requirements, and competing priorities.

Ensure projects align with university strategic priorities, institutional governance requirements, architecture standards, and portfolio objectives.

Identify, assess, and manage risks associated with complex, cross‑functional technology, analytics, and digital transformation initiatives.

Support organizational change management, stakeholder readiness, user adoption, and communications activities to facilitate successful implementation of new processes, technologies, and services.

Lead project close‑out activities, including lessons learned, final reporting, and recommendations for continuous improvement.

Ensure the successful transition of project deliverables to operational teams by coordinating operational readiness activities, completing knowledge transfer, establishing support and maintenance responsibilities, developing documentation and training materials, and confirming sustainable ownership of solutions following project completion.

Lead and manage other technology projects and initiatives assigned.

Other duties as assigned.
