POSITION DETAILS
CLASSIFICATION:
This position is classified at the RE-07 group and level which is roughly equivalent to the EX-02 group and level. This is not an executive position; however, the salary is roughly equivalent.
LOCATION:
The designated worksite for this position is the Toronto, Ontario OSFI office, which will be considered the employee’s regular place of work.
Due to the nature of the work and operational requirements, this position requires full-time physical presence in the office. As such, this position is not suitable for telework.
PROCESS INTENT
The immediate need is to staff one position with a language requirement of bilingual imperative CBC/CBC on an indeterminate (permanent) basis.
KEY RESPONSIBILITIES
As a Senior Specialist within OSFI’s Integrity, National Security and Integrated Solutions Sector/ Integration and Dissemination division, you would contribute to ensuring federally regulated financial institutions (FRFIs) protect themselves against threats to their integrity and security, including foreign interference. The Senior Specialist’s duties are wide-ranging, but could include:
Developing and delivering high-level, time-sensitive briefings and advice for senior executives and internal stakeholders.
Leading complex, multi-stakeholder projects to integrate integrity and security (including national security) thinking into OSFI business.
Building and maintaining strategic intra- and inter-departmental relationships.
Supporting other sectors in interpreting and responsibly applying information about national security risks when formulating advice, including for the Superintendent and Minister.

ESSENTIAL EDUCATION:
A degree OR diploma from a recognized post-secondary institution with specialization in business, economics, social sciences, or other relevant field.
OR
An acceptable combination (1*)
of relevant experience and formal education or training.
NOTE:
(1*) At the manager’s discretion, OSFI may consider candidates who do not possess the stated education but meet the combination of experience and education or training if concrete examples are provided.
Information on degree equivalency
ESSENTIAL EXPERIENCE:
Significant (1*) experience building and maintaining bilateral and multi-lateral stakeholder relationships.
Significant (1*) experience providing strategic advice and briefings on complex issues (2*) related to national security to senior management (3*).
Significant (1*) experience working with issues related to the financial services industry (4*), such as with respect to risk management or regulatory compliance.
Significant (1*) experience leading complex (2*), multi-stakeholder projects.
Experience in opportunity identification, proposal development, and client engagements for strategic initiatives.
*NOTE:
(1*) Significant is defined as having the depth and breadth of experience normally associated with the continuous performance of the duties for a period of at least three (3) years within the last five (5) years.
(2*) Complex issues are issues with at least three (3) of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting, having a major impact on the service or program delivery.
(3*) Senior management is typically defined as the Assistant Deputy Minister (EX-04) level and above, or private-sector equivalent (e.g., C-suite, COO, CIO, CFO).
(4*) Financial services industry experience is defined as experience working in one or more of the following areas: (a) financial institutions including banks, trust and loan companies, insurance companies and pension plans (b) firms dealing with audits or consulting engagements to such institutions (including reinsurance brokers) (c) technology and data companies providing services to financial institutions or linked to the delivery of financial services (d) government departments that directly deal with the supervision and regulation of these institutions (e) Indigenous Institutions including: Band operations, trustees or administrators of pension plans, insurance institutions, lending institutions or other related areas providing financial services (f) other relevant areas, such as but not limited to, financial risk management, investment management, corporate treasury functions or commercial lending.
The following essential knowledge, competencies and abilities will be assessed at a later date.
ESSENTIAL KNOWLEDGE:
Knowledge of governance, enterprise risk management practices, and controls as they relate to the financial services industry.
Knowledge of Government of Canada security policies, directives, or legislation (e.g., Bill C-47).

CONDITIONS OF EMPLOYMENT
Security – Top Secret* - *In accordance with the new Directive on Security Screenings, Top Secret security clearances are granted to Canadian citizens only.
Working on-site on a full time basis from the OSFI office.
The ability to work remotely from home within Canada with access to the Internet in one’s residence is a condition of employment.
