Are you looking for an opportunity to be a part of a team which supports the safe and efficient movement of goods and people in Ontario? A multi-disciplined team that works across branches and divisions to support the delivery of all Ministry programs with a focus on protecting Ontario's key highway infrastructure and promoting public safety on our provincial highways. If so, consider this opportunity where you would provide expert analysis, advice, recommendations and approval on the suitability and safety of the movement of loads with dimensions or weights exceeding limits outlined within the Highway Traffic Act and contribute to Ministry's vision on the future of transportation in Ontario.
About the job
In this job, you will:
provide overall technical guidance in the delivery of the Ministry's oversize/overweight permitting program
evaluate oversize/overweight permit applications for compliance
provide technical guidance and direction to industry representatives
support the Ministry in responding to changes and evolution in the transportation sector
apply engineering principles and provide comment on alternate equipment or loading practices
liaise with OPP and other police agencies when required to accommodate and facilitate the transport of loads
represent the Ministry at industry meetings and keep abreast of latest technology in the trucking industry
develop and finalize policy positions regarding the movement or denial of oversize/overweight loads
Mandatory requirements
You are licensed with Professional Engineers Ontario (PEO) or You currently have accreditation as a Professional Engineer in a Canadian Province or Territory, and you will obtain a Professional Engineers of Ontario (PEO) license as a condition of accepting this position.
You possess a valid driver's license or equivalent, as recognized by the province of Ontario.
Technical knowledge
knowledge of theories, principles and practices of civil/mechanical or structural engineering as it relates to the current highway infrastructure and engineering design of vehicles
knowledge of the Highway Traffic Act with special emphasis on Parts VI and VII (Load and Dimensions and weight)
knowledge of the Ontario Bridge Formula MOL (maximum observed level) and relevant technical documents and guidelines
knowledge of bridge design and construction principals with an emphasis on how loading will influence the weight distribution and stress points within a bridge structure
knowledge of loading practices, vehicle configuration, route, travel restrictions and other conditions
Problem resolution and analysis skills
evaluate oversize/overweight permit applications for conformance with the Ontario Bridge Formula and applicable guidelines
assesses required conditions, travel restrictions, and overall compliance with program objectives
research, recommend and implement policy revisions to address changes in technologies, industry practices, transportation demands, highway infrastructure and public safety
Technical leadership skills
provide overall technical direction in the delivery of the ministry's Oversize/Overweight permitting program
provide guidance and assistance in the consideration and issuance of special permits for new vehicles and innovative technologies that do not meet legal parameters or criteria
provide specialized technical expertise to ministry staff, senior management, heavy haul carrier groups and stakeholders, and designated consulting engineers on matters pertaining to the safe and efficient movement of large loads
Communication, interpersonal and relationship building skills
represent the program and ministry at intra-ministerial, national and international meetings
provide technical advice on vehicle weights
develop relationships, build consensus and lead diverse group on program delivery, change and evolution
facilitate difficult conversations that reflect an understanding of the province's infrastructure and road users supporting industry needs
