The City of Fredericton is looking for a curious, driven, and detail-oriented IT Business Systems Analyst to join our Information Technology Division, with a dedicated focus on the technology that powers our Human Resources, Payroll, and Workforce operations. In this role, you will be the go-to technical administrator behind Oracle Fusion Human Capital Management (HCM), the system that touches every City employee from the moment they're recruited, through onboarding, performance and career development, time and pay, right through to retirement.
This is not a "keep the lights on" job. This role carries deep institutional knowledge of Oracle HCM administration, employee data integrations, and payroll-related interfaces that Human Resources, Payroll, Finance, and every City employee depend on daily. Essential
To be considered for this position, applicants must demonstrate the following:
- A post-secondary degree or diploma in Computer Science, Information Systems, or a related discipline.?
- A minimum of three (3) years of progressive experience as a Systems Analyst, Business Systems Analyst, or similar role involving business application administration, implementation, and support.?
- Security Clearance.
Given the sensitivity of employee, payroll, and compensation data, successful candidates will be required to undergo comprehensive enhanced screening to determine security clearance eligibility, which may include, but is not limited to:
- Comprehensive background and Reference checks.

The following qualifications are not required but may strengthen an application:
- Demonstrated experience administering a major enterprise HR, payroll, ERP, or HCM platform. Oracle Fusion HCM, SAP SuccessFactors, Workday, or similar.
- Strong troubleshooting instincts and a disciplined, methodical approach to solving complex, multi-system problems.
- Confidence working with vendors, business owners, and end users — and the ability to translate technical concepts for non-technical audiences.
- A commitment to careful documentation, data governance, and change control when handling sensitive employee, payroll, and compensation information.

- The judgment and discretion required to work with confidential HR and payroll data every day.
Valuable — but we'll teach you what you don't already know:
- Direct hands-on experience with Oracle Fusion HCM modules — Core HR, Recruiting, Talent Management, Learning, Performance Management, Compensation, or Time & Labour.
- Experience with Oracle Security Console, role-based access control (RBAC), or Oracle Functional Setup Manager.
- Familiarity with ADP Workforce Now or similar payroll platforms, and payroll-related data interfaces.
- Experience building or supporting Microsoft Power Platform solutions (Power Apps, Power Automate).
- Familiarity with ITIL-aligned service management practices.
- Municipal or public sector IT experience.
We don't expect applicants to walk in the door already an Oracle HCM expert. What we're looking for is someone with strong systems analyst fundamentals, genuine curiosity about HR and workforce technology, and the personal drive to become excellent at supporting the systems that every employee, and every pay cheque, relies on. What You will Do:
- Administer the core of our HR technology ecosystem. Configure, secure, and maintain Oracle Fusion HCM, including Core HR, Recruiting, Talent Management, Compensation, Absence Management, and Time & Labour, as the primary technical resource supporting Human Resources, Payroll, and Compensation & Benefits.
- Keep employee data accurate and synchronized. Administer the Shared Employee Data Hub, maintain Oracle-to-Active Directory synchronization, and support the Oracle-to-ADP BioDemo interface, ensuring workforce data stays accurate, secure, and consistent across every connected system.
- Steward secure, compliant integrations. Troubleshoot and maintain integrations spanning Oracle, Azure, Active Directory, ADP Workforce Now, Microsoft 365, SharePoint Online, and Power Platform, meeting the security, audit, and privacy obligations that protect sensitive employee and payroll data.
- Deliver meaningful projects. Play a key role in ongoing modernization initiatives, including Oracle Recruiting and Talent Management implementation,
Redwood user experience adoption, workforce analytics expansion, position control enhancements, and HR workflow automation on the Employee Status Request (ESR) Power Platform solution.
- Manage Oracle security with rigor. Design and maintain Oracle role-based access controls, such as job roles, data roles, and security profiles, ensuring HR, Payroll, and manager self-service users see only the data appropriate to their responsibilities and coordinate quarterly release testing as Oracle rolls out new functionality.
- Partner with our people. Work side-by-side with Human Resources, Payroll, Compensation & Benefits, IT teammates, and vendor partners, including Oracle Advanced Customer Support, building the relationships that turn good technology into great outcomes for every employee.

Working Conditions
- Monday through Friday from 8:15 a.m. to 4:30 p.m., based at Sutton House (335 Queen Street), with periodic on-site work at other City facilities.
- Occasional after-hours (evenings/weekends) support may be required for planned maintenance, Oracle quarterly releases, upgrades, or incident response affecting payroll or HR operations.
