Supervise a team of 7 unionized Financial Recovery Coordinators
Hire, coach, motivate, develop objectives, discipline, manage performance, and assign/delegate work
Ensure collection practices comply with legislation, policies, and established practices
Supervise collection, analysis, and evaluation of data to maximize Human Services revenues
Manage a complex portfolio across Ontario Works, Early Years and Child Care, and Peel Housing Corporation
Authorize weekly deposits and address overpayment internal appeals
Maintain security profiles and data integrity in financial systems and the recovery staff database
Resolve escalated client issues and respond to elected official inquiries
Authorize bankruptcy-related documents on behalf of the Region of Peel
Refer terminated client files to a private collection agency and manage client information inventory
Liaise with legal representatives, Service Canada, trustees, lawyers, insurers, municipalities, elected officials, and Regional Council
Manage annual revenue collection exceeding $3–4 million
Respond to Internal and External Auditor questions
Project and identify trends and risks through statistical analysis
Provide monthly reporting on collection activities
Provide input on the Recoveries Unit operational budget
Develop and implement processes using the Corporate Process Management and Improvement Methodology
Promote a client-centered, service-oriented, inclusive culture
Develop relationships across divisions and participate in cross-functional initiatives
Requirements Post-secondary education in Human Services or a related field, finance, or public administration,
or an equivalent combination of education and experience
Five years of related work experience
Demonstrated formal leadership experience and skills; minimum 2 years preferred
Understanding of leading within a unionized environment
Working knowledge of Ontario Works, ODSP, Bankruptcy, Housing Services, CCEYA, MFIPPA, Child and Family Services, and Residential Tenancy legislation
Working knowledge of SAMs, OCCMS, CSPay, CMS, HTI, Power BI, and Microsoft Office
Knowledge of social assistance programs, social services, municipal and provincial government, and community resources
Knowledge of WSIB, OSAP, Service Canada programs, immigration and sponsorship, bankruptcy, Family Responsibility Office, collections, and portability processes
Effective time management and deadline management skills
Proven organizational and detail-oriented skills
Political awareness and ability to respond with tact and diplomacy
Strong research, analytical, problem-solving, and quantitative skills
Ability to identify issues, evaluate options, and implement practical solutions
Interpersonal skills for liaising with internal and external stakeholders
Sound judgment and critical thinking skills
Experience applying change management principles and methodologies
Strong customer service skills
Working knowledge of Corporate Process Management and Improvement Methodology
Short- and long-term planning skills for revenue collection, risk management, and budget management
Ability to present to internal and external audiences

Off-site work location must be within Ontario
