The Chief Inspector provides owner-side leadership and independent technical authority for Greenfire’s pressure equipment and pipeline integrity management programs across its SAGD operations. The role is accountable for regulatory compliance, inspection governance, integrity assessment, repairs and alterations, failure investigations and technical assurance for boilers, pressure vessels, pressure piping, tanks, pipelines and related assets. Working closely with Operations, Maintenance, Engineering, HSE, project teams, contractors and regulators, the Chief Inspector ensures integrity risks are understood, inspection findings are appropriately addressed and assets remain protected, reliable and fit for service.
This position requires regular presence at Greenfire’s SAGD facilities in northern Alberta. Travel and occasional evening or weekend support may be required for inspections, outages, incidents, regulatory matters or project activities.
JOB DUTIES AND RESPONSIBILITIES:
Reporting to the Engineering Manager
The Chief Inspector has authority to escape material concerns related to pressure equipment integrity, pipeline integrity, regulatory compliance or safety directly to the Vice President, Operations.
Responsibilities of this role include, but are not limited to:
Leadership and Integrity Governance
Serve as Greenfire’s designated Chief Inspector and technical authority for the Owner-User Pressure Equipment Integrity Management System (PEIMS) and Pipeline Integrity Management Program.
Develop, maintain and continuously improve the PEIMS manual and Pipeline Integrity Management Program documentation, including applicable policies, procedures, inspection practices and quality requirements, and maintain readiness for internal, regulatory and jurisdictional audits.
Provide independent technical judgment on pressure equipment and pipeline integrity matters and ensure significant risks, overdue actions and regulatory concerns are clearly communicated and appropriately escalated.
Lead, mentor and assess the competence of owner-user inspectors and integrity personnel, and oversee contract inspectors, nondestructive examination providers and other integrity service providers.
Establish integrity budgets, resource plans, performance measures and reporting that provide clear visibility to pressure equipment and pipeline inspection status, risk, backlog, cost and program effectiveness.
Regulatory Compliance and Integrity Programs
Act as Greenfire’s primary liaison with ABSA, the Alberta Energy Regulator (AER) and other regulatory authorities for pressure equipment and pipeline integrity, registrations, audits, submissions and compliance matters.
Develop and approve risk-informed inspection and integrity strategies, intervals, and annual and long-range plans for boilers, pressure vessels, pressure piping, tanks, pipelines and related assets.
Review and approve inspection and integrity plans, procedures, inspection and test plans, reports, recommendations,
deferrals and fitness-for-service assessments in accordance with Greenfire’s PEIMS, Pipeline Integrity Management Program and applicable requirements.
Conduct or oversee in-service pressure equipment inspections and pipeline integrity assessments, inspections and monitoring activities, ensuring that records, drawings, condition data and recommendations are complete, controlled, current and appropriately actioned.
Lead the application of damage-mechanism reviews, corrosion assessments, risk-based inspection, pipeline integrity assessments and other fit-for-purpose methods to support safe and economical asset decisions.
Repairs, Alterations and Integrity Failure Investigations
Develop and approve pressure equipment and pipeline repair and alteration procedures, temporary repair plans, non-conformance dispositions and standard repair practices, and coordinate regulatory or jurisdictional acceptance where required.
Lead investigations of pressure equipment, piping and pipeline integrity failures, leaks and loss-of-containment events, including root cause analysis, corrective actions and organizational learning.
Support management of change (MOC), hazard assessments and operating risk reviews to ensure pressure boundary and pipeline integrity implications are identified and effectively controlled.
Identify, assess and communicate integrity risks and confirm that mitigation plans, inspection recommendations and regulatory commitments are completed within approved timelines.
Projects, Quality Assurance and Operational Support
Act as the Owner’s Inspector and integrity technical authority for sustaining capital, brownfield and major project work involving pressure equipment, piping and pipelines, including quality plans, inspection and test plans, vendor surveillance, construction inspection and turnover documentation.
Provide code interpretation, design review, procurement and fabrication support, and technical guidance for new or modified pressure equipment, piping, pipelines and related systems.
Verify that project and construction quality records, registrations, data reports, repair documentation, pipeline records and as-built information are complete and acceptable before commissioning and handover.
Partner with Operations and Maintenance on shutdowns, turnarounds and long-range integrity planning, including pipeline inspection activities, equipment troubleshooting, due diligence and practical integrity solutions that support safe and reliable operations.
Maintain regular field presence and build strong working relationships with site leadership, Operations, Maintenance, Engineering,
HSE and project teams while promoting an integrity-focused culture.
REQUIRED EXPERIENCE AND SKILL SET:
Degree or diploma in engineering, engineering technology or a related technical discipline from a recognized institution; eligibility for membership with APEGA or ASET, as applicable.
Current Alberta In-Service Pressure Equipment Inspector Certificate of Competency appropriate to the assigned inspection scope.
Current API 510 Pressure Vessel Inspector and API 570 Piping Inspector certifications.
15 or more years of progressive pressure equipment, pipeline integrity, mechanical integrity or inspection experience, including significant owner-user or pipeline licensee experience and at least five years in a senior inspection or integrity leadership role.
Substantial experience supporting operating SAGD, thermal heavy-oil or comparable process facilities, including pressure equipment, pressure piping, pipelines, corrosion and damage mechanisms.
Extensive knowledge of Alberta pressure equipment and pipeline regulatory requirements and applicable ASME, API and CSA codes and standards, including CSA B51 and CSA Z662.
Demonstrated experience leading owner-user PEIMS and pipeline integrity management programs, including regulatory audits, integrity planning, risk-based inspection, corrosion control, repairs and alterations, fitness-for-service, quality assurance and root cause analysis.
Strong independent judgment, safety leadership, planning and communication skills, with the ability to influence field personnel, technical specialists, contractors, regulators and senior leaders.
API 571, API 580, API 653, AMPP/NACE corrosion training or a National Board Inservice Commission are considered assets.
