Job Description
The Project Controls Specialist plans, tracks, and maintains detailed project schedules and cost controls to support the successful delivery of complex construction and industrial projects in a nuclear environment. Working closely with Project Managers, field teams, and customers, this role focuses on schedule development, forecasting, earned value management, and performance reporting throughout the project lifecycle. The position offers the opportunity to take ownership of large, high-visibility project schedules while building a strong foundation for future growth in project controls, project management, and leadership roles.

The Project Controls Specialist plans, tracks, and maintains detailed project schedules and cost controls to support the successful delivery of complex construction and industrial projects in a nuclear environment. Working closely with Project Managers, field teams, and customers, this role focuses on schedule development, forecasting, earned value management, and performance reporting throughout the project lifecycle. The position offers the opportunity to take ownership of large, high-visibility project schedules while building a strong foundation for future growth in project controls, project management, and leadership roles.

Responsibilities

Build, update, and manage detailed project schedules in Primavera P6, including schedules with 1,000+ activities.

Develop comprehensive project execution plans by collaborating with key stakeholders to define scope, sequencing, resources, and critical milestones.

Monitor schedule progress on active construction and industrial projects, identify potential delays, and help implement schedule recovery strategies when required.

Support estimating and proposal activities by developing schedules, planning resources, and forecasting cash flow for large-scale capital, maintenance, outage, and construction projects.

Translate approved estimates into detailed project schedules and cost baselines, ensuring alignment between scope, schedule, and budget.

Analyze project progress by comparing planned work against actual performance and update forecasts to reflect current conditions and trends.

Support Project Managers with regular schedule reviews, critical path analysis, and project status reporting to drive informed decision-making.

Coordinate schedule requirements with customer expectations, project deliverables, and commercial commitments to maintain alignment across all stakeholders.

Assist with workforce planning, resource forecasting, productivity tracking, and material monitoring to support efficient project execution.

Track project costs and labour performance against approved baselines and forecasts, identifying variances and contributing to corrective action plans.

Prepare earned value reports, cost performance metrics, accruals, and monthly project forecasts using Earned Value Management (EVM) principles.

Evaluate project risks, opportunities, and performance trends to support proactive project controls and strategic decision-making.

Provide clear visibility into schedule, cost, and productivity performance through regular internal and client-facing reporting and analysis.

Support commercial activities including invoicing, purchase order tracking, vendor coordination, and project cost reporting.

Compile project updates using information from field teams, contractors, vendors, and project stakeholders to maintain accurate and current project data.

Create comprehensive reports for internal teams and clients that cover schedule status, costs, key performance indicators (KPIs), forecasts, and overall project health.

Participate in project review meetings and reporting cycles, contributing to ongoing resource planning and financial planning efforts.

Create schedules from scratch for new projects, ensuring logical sequencing,



realistic durations, and alignment with project objectives.

Apply strong documentation and sequencing practices to maintain high-quality, auditable project records.

Contribute to a culture of continuous improvement by identifying opportunities to enhance project controls processes, tools, and reporting.

Essential Skills

Proven experience in project controls, project scheduling, project planning, or project coordination within construction, engineering, industrial, utility, or nuclear environments.

Expert-level scheduling experience, including managing complex project schedules with 1,000+ line items or activities.

Hands‑on experience using Primavera P6 for schedule development, maintenance, and analysis.

Strong understanding of scheduling methodologies, forecasting, budgeting, cost control, and project reporting.

Demonstrated experience with Earned Value Management (EVM) and cost analysis for large projects.

Experience working on construction projects, including projects with budgets of $100M or more.

Nuclear project experience, including work related to nuclear facilities or utilities.

Ability to create a project schedule from scratch and translate estimates into detailed schedules and baselines.

Ability to interpret complex project data and clearly communicate schedule and cost impacts to a wide range of stakeholders.

Strong organizational skills with the ability to manage multiple priorities and deadlines in a dynamic project environment.

Advanced analytical and problem‑solving skills, with a focus on identifying trends, risks, and opportunities.

Experience supporting large-scale capital, maintenance, outage, or construction projects.

High level of accuracy and attention to detail in schedule development, cost tracking, and reporting.

Additional Skills & Qualifications

Experience working within nuclear environments such as major nuclear utilities or nuclear construction projects.

Familiarity with project controls tools and systems such as EcoSys or similar cost control and reporting platforms.

Experience with documentation management and maintaining clear, well‑structured project records.

Experience in construction, field services, or major projects that supports understanding of on‑site execution.

Exposure to projects in both Canadian and U.S. markets, particularly in the nuclear sector.

Interest in progressing into roles such as Project Controls, Project Management, Field Services, Construction, Major Projects, or leadership positions over time.

Strong interpersonal and communication skills to collaborate effectively with project teams, contractors, vendors, and clients.

Ability to work independently while also contributing positively to a collaborative, supportive team environment.

Motivation to take ownership of project schedules and continuously improve processes and outcomes.

Work Environment
This role is fully onsite at an office in Port Elgin, Ontario, with occasional travel to the nearby nuclear generating station for client meetings, representing roughly 10% of the time. The standard workday is 8.5 hours with a 30-minute paid lunch. During the current critical project execution phase, core hours are approximately 8:00 a.m. to 4:30 p.m., with a standing morning meeting at 8:00 a.m. There is flexibility to accommodate appointments and unforeseen personal commitments, and flexibility is expected to increase after November 2026, when start times can typically range between 7:00 a.m. and 8:30 a.m.,



with 8.5 hours worked from the chosen start time. The work environment is professional, collaborative, and supportive, with a strong emphasis on teamwork, continuous learning, and work-life balance. Team members describe the setting as engaging and enjoyable, with a variety of projects that ensure no two days are the same. The role involves working with tools such as Primavera P6, EcoSys or similar project controls systems, and standard office software to manage schedules, costs, and reporting. Occasional visits to the nuclear site provide direct exposure to field activities and project execution while the primary work setting remains an office environment.

Pay And Benefits
The pay range for this position is $75.00 - $85.00/hr.
