ABOUT THE POSITION We are currently looking for one (1) Manager, Workforce & Community Training Initiatives for a permanent full time role.
Working under the direction of the Director, Training Investment and Delivery, this role serves as the primary bridge betweenSkilledTradesBC'straining investment function and the communities, industries, and partners trades training serves. The role works in close complement to the Manager, Training Investment, ensuring that trainingprogramplanning anddeliveryisaligned with provincial workforce prioritiesand calibrated with theneeds ofequitycommunitiesand IndigenousPeoples.
The Manager, Workforce and Community Training Initiatives is responsible for ensuring funding initiatives and programs are responsive to economic needs and challenges of key sectors while focused on supporting British Columbians to access training and progress and complete apprenticeships. The Manager oversees project teams delivering the Workforce Readiness Initiative (WRI), which funds projects to modernize and expand training capacity and support apprentices’ success; along with initiatives and funded programs supporting Indigenous Peoples and equity-deserving communities through the Community Based Training (CBT) and Workforce Development Agreement (WDA) programs. Through ongoing engagement with training providers, Indigenous partners, community organizations, industry and government, the Manager ensures diverse perspectives, priorities, and community needs are reflected in training investment planning and program strategies.
RESPONSIBILITIES/ACCOUNTABILITIES
Workforce and Community Training Initiatives and Teams:
Managesthe planning,operationand continuous improvement of workforce training and development initiatives and project-based funding programs, including thoseunder theWorkforce Readiness Initiative(WRI), to ensure that provincial training investment strategy is calibratedand responsiveto theneeds of BC’s key economic sectors and communities.
Works with the Director, Training Investment todevelopIndigenous and equity programmingalignedwithstrategicpriorities andintegrated withprovincial training investmentplanning,monitoringandmanagementactivities,monitoringprogram deliverables andoutcomes.
Ensures Indigenous and equity programming is delivered as part of a unified, holistic provincial trades training strategy, and that participation in said programming translates into registered apprenticeships and completions.
Manages strategic relationships to support the development of initiatives, project implementation and related program outcomes.
Provides advice, issue resolution and program expertise to internal and external stakeholders.
Works with the Director, Training Investment and Delivery and their management team to identify emerging gaps, opportunities for continuous improvement in the training system and/or in current programs.
Responsible for tracking and reporting on initiatives and monitoring program performance to support the development of recommendations or changes to meet SkilledTradesBC objectives
Manages all related departmental budgets and ensures financial accountability across funded projects and agreements with third party training providers.
Manages the Indigenous & Equity Programs teams in the delivery of the Community Based Training (CBT) and Workforce Development Agreement (WDA) Programs
Works closely with the Director, Truth and Reconciliation, and other leaders and departments to build and maintain relationships with First Nations, Metis and Inuit communities and Indigenous organizations, including ISET agreement holders.
Manages all externally funded WDA programs, currently focused to equity deserving groups and Indigenous peoples
Works collaboratively with the Ministry of Post Secondary Education and Future Skills on the management of WDA program deliverables under the Ministry’s Letter of Expectation
Works to manage and continuously improve programs, including fiscal operational planning to ensure program effectiveness and accessibility, processes and execution of planned activities
Projects Management and Support:
Leads the implementation of projects and initiatives that supportSkilledTradesBC’scorporate goals and workforce development priorities
IdentifiesbarriersimpactingIndigenous peoples, equity-deserving groups and apprentices and develops strategies to address barriers to improve participation,accessand outcomes in the skilled trades.
Collaborates with internal staff, government representatives and external stakeholders to ensure current information including labour market and other data to develop, implement and evaluate strategic programs and initiatives.
Supports research and analysis activities to inform program development, policy decisions, and continuous improvement.
Promotion:
Supports the promotion of SkilledTradesBC’s Workforce and Community Training initiatives and Programs, including project-based funding initiatives.
Attends conferences, workshops and other external meetings to represent SkilledTradesBC on matters of workforce and Community Training initiatives including Equity and Indigenous programs.
Stakeholder Relations:
Leads and manages strategic partnership with external stakeholders to advance SkilledtradesBC’s Workforce Development priorities and initiatives and programs for Indigenous and equity-deserving communities.
Oversees, builds and maintains relationships with stakeholders, partners and communities under the WRI and Indigenous and equity initiatives and programs, ensuring their perspectives, priorities and unique requirements are considered and incorporated into investment planning, program development and continuous improvement activities.
Participates in meetings and acts as a key representative for SkilledTradesBC in fostering collaborative trusted relationships with employers,
industry associations, training providers, equity deserving groups, Indigenous community and organizations, government partners and other stakeholders.
Participates in joint initiatives with the Ministry of Advanced Education Skills and Training
Leads a collaborative team which engages field staff with office-based teams to support Indigenous and equity programs and workforce development priorities across the province.
Team Leadership:
Inspires and holds team members accountable for their contribution to the strategic goals of SkilledTradesBC the upholding of excellent customer service.
Leads and provides overall direction to staff, including staff development and coaching.
Builds an effective succession and development plan for the teams.
EDUCATION/EXPERIENCE
Post‑secondary education in Business, Education or Careers and/or related field in IndigenousStudies, and/orEquity, Diversity & Inclusion(EDI) Studies; demonstrated success working within SkilledTradesBC trades program is preferable; equivalent education and experience will be considered
Project Management, Career Development, EDI and Indigenous Studies, and/or Trades Certificationis preferred
Management and Administration
5+ years of supervising teams
5+ years of program, stakeholder and/or project management experience, including proven ability to lead large projects with wide stakeholder impacts
5+ years of funding agreement management including budgeting and financial management experience
Procurement development and evaluation experience
Relationship Management
Experience working with multiple stakeholderswith diverse perspectives and prioritiesin complex environments
Experience building andmaintainingrelationships with training providers and otherpartners, and community-basedorganizations, including working with diverse communities
Experience in engaging with Indigenous communities and organizations
Experience in speaking at public events andstakeholderand communitymeetings
Work experience in labour marketand training foremployment programsis an asset
Experience with employment services would be an asset
Additional Experience:
Previousexperience working in careers related programs and/or services
Previousexperience in trades or in-depth knowledge of trades programs
Knowledge of SkilledTradesBC policies, initiatives, programs, trades, and program standards
Understanding of target groups (e.gIndigenous peoples,women, youth, immigrants, Indigenous people, 2SLGBTQ+, persons with disabilities, people of colour
COMPENSATION
Salary Band F: $109,686 - $148,400
