We are currently seeking a Procurement & Contracts Specialist to support a major project in Saskatchewan. This position will play an important role in managing procurement and contract activities throughout the full procurement and contract lifecycle.
Position Summary
The Procurement & Contracts Specialist will support day-to-day procurement and contract management activities, with a primary focus on service procurements and contracts , along with select critical supply procurements.
The successful candidate will have strong knowledge of the full procurement and contract lifecycle , with experience working within public procurement environments . This role will support both standard procurement activities and complex, high-value or high-risk packages, working closely with project, engineering, legal, finance, procurement, and contract stakeholders.
Key Responsibilities
Manage day-to-day procurement and contract management activities, including preparation of sourcing documents, bid forms, pricing schedules, evaluation templates, approval materials, and other procurement documentation
Support major market procurements and high-value or high-risk packages during periods of increased activity, overlapping deadlines, and accelerated approval requirements
Support competitive procurement processes, including posting coordination, bidder inquiries, addenda, evaluation logistics, and consolidation of commercial information
Provide procurement and contract support on complex packages through evaluation activities, clarification management, negotiation planning, and preparation of award documentation and approval recommendations
Assist with commercial negotiations by coordinating stakeholder inputs, facilitating discussions, documenting outcomes, and supporting award recommendations and approval documentation
Coordinate with project, engineering, legal, finance, and other internal stakeholders to ensure timely reviews, approvals, technical inputs, commercial feedback, and issue resolution
Support post-award contract administration, including change management, issue tracking, correspondence management, and commercial closeout activities
Assist with early-stage procurement planning, including market research and analysis, procurement strategies, sourcing approaches, and contracting models
Ensure procurement and contract activities are completed in accordance with established processes, policies, and project requirements
Maintain accurate and organized procurement and contract documentation throughout the lifecycle of each package
Requirements
Experience managing or supporting the full procurement and contract lifecycle
Previous experience in public procurement is required
Strong experience with service procurement and service contracts
Experience with supply procurement and critical materials/equipment contracts is considered an asset
Experience supporting competitive procurement processes and commercial evaluations
Experience with contract administration, change management, and commercial closeout
Strong understanding of procurement processes,
contracting principles, and commercial practices
Experience supporting negotiations and preparing commercial recommendations and approval documentation
Strong organizational skills with the ability to manage multiple procurement packages, priorities, and deadlines simultaneously
Excellent communication and stakeholder management skills
Ability to work effectively with cross-functional teams including project, engineering, legal, finance, and procurement stakeholders
Strong attention to detail and ability to produce accurate, well-organized documentation
Proficiency with Microsoft Office Suite, particularly Excel and Word
