Reports to the Vice President of Construction, and as directed by the CWC Executive Management Team.
Works closely with Estimators, Superintendents, Project Managers, Equipment Manager, and others as part of a collaborative team-based culture to prepare estimates and proposals.
Reviews tender documents, specifications, drawings, and attends pre-bid meetings to determine scope of work and effort for estimating.
Provides productivity analyses for various scopes of work for estimate preparation.
Organizes estimating teams to prepare bids, select vendors and/or subcontractors and determine cost effectiveness of projects to be bid.
Consults with clients, vendors, or other individuals to discuss and formulate estimates.
Leads prequalification and proposal based tendering opportunities.
Leads pre-construction handover meetings to review project scope with project delivery team.
Prepares take-offs and calculates material quantities as required.
Follows awarded contracts as assigned to assist with extra work items, change orders, or re-pricing due to design changes.
Maintains files of working documents as back-up for estimate figures, including current/accurate information on prices from suppliers and subcontractors.
Evaluates trade quotes and proposals, and prepares quote comparison sheets to determine best value.
Participates in estimate close-out and submissions.
Completes post-bid analyses as required on jobs bid.
Other duties as assigned by the Vice President of Construction.
A minimum of 10 years’ experience in civil construction of various infrastructure projects such as earthworks, roadbuilding, excavation & shoring, and underground utilities.
Must possess excellent communication and problem-solving skills, both verbal and written with superior interpersonal, relationship and organizational management skills.
Must be approachable and capable of working efficiently with an open-door policy.
Possess a demonstrated ability to lead and direct projects, analyze issues, and bring creative solutions to achieving work plan objectives.
Must be people oriented with an ability to establish a high degree of credibility with staff and clients.
Proficient with software such as HCSS Suite, B2W, Bluebeam, Agtek, Spectrum, Microsoft Project, Adobe, and all Microsoft Office programs.
Knowledge and understanding of unionized labor environment an asset.
Valid Driver’s License Required.
Post secondary education with a degree in construction management, civil or structural engineering preferred.
