Role Summary
The Human Resources Specialist supports the district's mission by coordinating and administering key human resources functions that attract, hire, and successfully onboard exceptional employees while delivering an outstanding employee experience. This position serves as a trusted resource for applicants, employees, supervisors, and campus leaders by providing responsive customer service, ensuring compliance with employment requirements, streamlining hiring processes, and promoting operational excellence throughout the employee lifecycle.
Key Responsibilities
Talent Acquisition & Recruitment
Coordinate the district's recruitment and selection activities for all assigned positions.
Manage employment postings through the applicant tracking system and other recruitment platforms.
Review employment applications for completeness and minimum qualifications.
Coordinate interview logistics and communicate with candidates throughout the hiring process.
Conduct reference checks, background screening, and pre-employment processing.
Prepare employment recommendations and hiring documentation.
Monitor vacancies and provide hiring status updates to district leadership.
Participate in recruitment events, job fairs, university partnerships, and community outreach initiatives.
Assist in implementing innovative recruitment strategies that strengthen the district's employer brand.
Hiring & Onboarding
Coordinate all pre-employment requirements for newly hired employees.
Facilitate a seamless onboarding experience from offer acceptance through first day of employment.
Coordinate current employee orientation and onboarding activities.
Ensure all required employment documentation is completed accurately and timely.
Serve as the primary HR contact for new employees during the onboarding process.
Coordinate 30-, 60-, and 90-day onboarding follow-up initiatives and employee pulse surveys.
Partner with supervisors to support successful employee transitions into the organization.
Certification & Employment Compliance
Monitor educator certification requirements and employment eligibility.
Maintain certification records and communicate renewal requirements.
Assist with SBEC compliance, permits, and out-of-field assignment monitoring.
Ensure hiring practices comply with federal, state, and local laws, TEA regulations, and district policies.
Maintain confidentiality of employee information and personnel records.
Assist with employment audits and compliance reporting.
HR Operations & Employee Services
Maintain accurate employee personnel files and employment documentation.
Process personnel transactions related to hiring, assignments, transfers, and employment status changes.
Coordinate employment verification requests and other employment documentation.
Respond to employee, applicant, and supervisor inquiries regarding employment processes and district procedures.
HR Systems & Data Management
Maintain data accuracy within HR information systems and applicant tracking systems.
Generate reports related to vacancies, hiring activity, onboarding, and staffing metrics.
Monitor recruitment and onboarding performance indicators.
Identify opportunities to improve efficiency through technology and process enhancements.
Assist with maintaining HR forms, templates, and procedural documentation.
Build collaborative relationships with campus administrators and department leaders.
Recommend improvements that simplify HR processes and enhance customer service.
Assist in developing and updating HR procedures, guides, and resource materials.
Support department initiatives that enhance employee engagement and organizational effectiveness.
Participate in cross-functional teams and strategic HR initiatives.
Success Measures
Operational Excellence: Human Resources operations, personnel actions, and employee services are coordinated accurately, efficiently, and in compliance with district policies, legal requirements, and established timelines.
Exceptional Customer Service: Employees, applicants, and supervisors receive responsive, professional, and solutions-oriented support that contributes to a positive employee experience.
Staffing & Workforce Administration: Recruitment, hiring, onboarding, transfer, and personnel action processes are administered effectively to support timely staffing decisions, reduce vacancy duration, and minimize operational disruptions.
Certification & Compliance Management: Educator certification records,
employment documentation, and compliance requirements are monitored and maintained accurately to ensure adherence to federal, state, TEA, SBEC, and district requirements.
Leadership & Team Effectiveness: Human Resources initiatives and programs are coordinated effectively through solid collaboration with campus and district leaders, fostering accountability, partnership, and continuous improvement.
Process Improvement & Strategic Support: Human Resources processes are continuously evaluated and enhanced to improve efficiency, accuracy, compliance, and service delivery while supporting district strategic priorities and organizational effectiveness.
Minimum Qualifications
Education & Experience
Bachelor's degree in Human Resources, Business Administration, or a closely related field preferred.
Minimum of three (3) years of progressively responsible human resources experience
Experience coordinating multiple Human Resources functions, programs, and projects while ensuring compliance with applicable employment laws, regulations, and district policies.
Experience in a public school district or other public sector organization preferred.

Working Conditions & Physical Demands
Work is performed primarily in a professional office environment using standard office equipment, computers, and related technology.
This position requires prolonged periods of sitting and frequent use of a computer, keyboard, and other office equipment.
The role may require occasional standing, walking, bending, reaching, and lifting or carrying materials weighing up to 15 pounds.
Occasional travel to district facilities, meetings, or professional development activities may be required, as well as periodic work outside of normal business hours.
