Responsibilities: Consult, liaise, negotiate and represent the Division in meetings with a diverse range of internal and external stakeholders, including non-profit and private sector residential property owners, developers and consultants, staff from City divisions and agencies, elected officials, community groups, and other governments to achieve divisional and corporate goals and objectives;Analyze business processes and deliverables, conduct research and develop and implement detailed project plans to optimize operational effectiveness and efficiency; Assist in establishing the strategic direction of programs and projects, anticipating, analyzing and identifying organizational and program delivery impacts of emerging issues and activities, and recommending innovative solutions and program policies using sound professional judgment; Designs and delivers housing program application processes or requests for proposals in accordance with the City''s policies and procedures and manages evaluation and selection processes; Develop, recommend and implement detailed project and program plans and budgets and ensure that expenditures are controlled and maintained within approved budget limits; Maintain accurate and detailed records and prepare timely reports and briefing notes to senior management for complex projects; Establishes and maintains program data and information systems including financial information; Ensure compliance with contractual agreements, project charters and legislative requirements; Monitor construction work, conduct site visits and inspect properties and work in progress to ensure projects are completed on schedule, on budget, and meet quality standards; Build strategic professional relationships with stakeholders,
understanding diverse positions and using conflict resolution and negotiation skills to successfully manage sensitive and controversial matters; Work with Legal Services solicitors, housing program proponents and their legal representatives in the drafting and execution of diverse housing agreements; Develop, coordinate and support communications activities; Ensures the quality of work and service meets corporate and divisional standards in compliance with all legislative regulations that apply.
Key Qualifications: Post-secondary education in a relevant professional discipline or an equivalent combination of education and relevant experience.
Considerable experience in leading complex projects, including developing and implementing formal project plans, managing deliverables and identifying outcomes and objectives.
Experience managing multiple housing development projects and/or development related programs will be considered an asset.
Considerable experience in establishing and maintaining effective partnerships with diverse stakeholders.
Considerable experience assessing business processes and program performance, conducting research and analysis, and implementing innovative strategies that improve operational effectiveness and service delivery outcomes.
Knowledge of current affordable housing, urban planning and land development issues and trends in a Canadian context.
Excellent oral communication, writing, presentation and interpersonal skills, to deal effectively with business unit staff, and senior management,
and communicate information in a manner that is understandable to a wide range of individuals.
Knowledge of relevant software applications including the Microsoft Office suite and Visio.
Robust administrative skills with considerable experience managing administrative and budgetary components associated with housing projects or programs.
Strategic, analytical, conceptual and critical thinking skills and problem-solving abilities, with the capacity to understand program and policy issues and the ability to develop recommendations that advance the organization.
Ability to be a fully accountable project leader handling multiple and diverse projects and priorities in a detail-oriented and rapid paced environment, and able to identify needs and initiate, coordinate and manage the implementation of creative solutions.
Knowledge of facilities and building sciences, understanding of land and real estate development, land use planning and business planning issues, including technical, policy and intergovernmental aspects.
Ability to be versatile and to thrive in a high-stress creative environment with frequent and competing deadlines, multiple tasks and high-performance expectations, and to set and exceed goals.
Excellent interpersonal, consensus building, consultation and negotiation skills with the ability to make sound decisions.
Political acumen and understanding of public relations and building partnerships.
Innovative, adaptable and creative to meet the changing needs of industries and customers served and emerging directions.
Ability to multi-task with excellent organizational and time management skills to successfully manage a workload with competing demands and deadlines.
Familiarity with municipal and/or public sector operations.
