The Ontario Catholic School Graduate Expectations our Catholic values, and the Board's Pastoral Plans are foundational to our exemplary approach to teaching and learning in the 21st Century.With a staff of 14,000, the TCDSB is a energetic school board and is seeking full-time Senior Manager, Pre-Construction & Capital Planning within the Capital Development, Asset Management & Renewal department.KEY ACCOUNTABILITIESReporting to and under the direction of the Head of Capital Development, the Senior Manager, Pre-Construction & Capital Planning provides strategic leadership, direction, and oversight for the planning, design, approvals, and pre-construction delivery of the Board's capital program. The position leads a team of Project Supervisors and project resources, while maintaining direct accountability for the successful delivery of complex capital projects from project initiation through tender readiness.Provide strategic leadership and oversight for assigned capital development projects, ensuring delivery within approved scope, schedule, budget, quality, and stakeholder objectivesOversee and manage Projects including feasibility, accommodation planning, Ministry of Education Approval to Proceed (ATP) submissions, funding coordination, design, consultant management, approvals, construction administration and project readinessProvide leadership, direction, coaching, and support to Project Supervisors, Coordinators, and project staff to ensure effective delivery of the capital programMonitor productivity, and resource utilization to ensure efficient delivery of capital projects and programsProvide ongoing feedback,



and develop performance improvement plans where requiredAllocate staff resources across projects based on organizational priorities, project complexity, and workload demandsDevelop and implement development management processes, reporting tools, governance practices, and project controlsMonitor project scopes, budgets, schedules, risks, funding requirements, and financial forecasts; provide recommendationson priorities, funding strategies, and risk mitigationLead and coordinate multidisciplinary consultant teams, including architects, engineers, planners, and specialty consultantsOversee municipal approvals, including Site Plan Approval, zoning, building permits, environmental requirements, utility coordination, transportation and other regulatory approvalsReview consultant drawings, specs, agreements, RFP, and project deliverables to ensure alignment with Board requirementsBuild effective relationships with municipalities, consultants, developers, school communities, and internal stakeholdersPrepare project updates, reports, dashboards, presentations, ATP updates, and track decisionsPerform other related duties as assigned or requiredREQUIREMENTSDegree in architecture, engineering, building science, construction management, project Management, building technology or a related disciplineMinimum of seven (7) years of progressive experience in design management with proven project management skills and experience in developing budgets and schedules.Registration with, or eligibility for registration with Ontario Association of Architects or the Association of Professional Engineers of OntarioProficient with a range of current software programs including MS Project, Autodesk Revit, AutoCAD, Adobe and BluebeamPublic sector experience in education or health sector is an assetProven ability to define work scope for external consultantsProven ability to work with multi-disciplinary groups including school communities, school administrators, senior staff, consultants and others who will be required in project/program deliveryDemonstrated ability to lead, motivate, coach, and develop staff while fostering a culture of accountability, collaboration, inclusion,



and continuous improvementDemonstrated ability to perform effectively in a fast-paced, high-pressure environment while managing multiple complex projects, competing priorities, and shifting organizational demandsThorough knowledge of relevant building codes and regulationsExceptional written, verbal, presentation, and organizational skills, with the ability to communicate complex technical, financial, and project-related information clearly and effectivelyDemonstrated ability to negotiate effectively with consultants, contractors, municipalities, regulatory agencies, and stakeholders to achieve project objectives, resolve conflicts, and build consensus in challenging situationsNOTEThis position may require travelling to TCDSB sites on a regular basis. The incumbent must have a vehicle available to use and a valid Ontario driver's license. (Eligibility for mileage reimbursement).
