Job Summary Reporting to the Manager Planning Evaluation and CQI, the Data & Policy Analyst is responsible for providing advice and support in the development and maintenance of data tracking mechanisms. Providing support to make data informed decisions and recommendations, the position will provide research, data analytics, decision support, program planning and evaluation. The Analyst will provide advice and support the development and implementation of program and policy changes in the divisions.

Education

- A post-secondary degree in Social Science, Health Science, Public Health, Human Service or Public/Business Administration or related discipline
- University level credits related to research methods, statistical analysis and/or data collection required

- A graduate diploma or certificate related to data collection and statistical analysis or equivalent combination of education, training and experience, is preferred

Knowledge

- At least 3 years of relevant experience with data analysis and performance measurement,
- Experience with research/analysis, strong organization skills and an ability to facilitate meetings and group processes

- Knowledge of provincial databases and web-based applications.
- Highly proficient in both program and strategic planning methodologies; performance measurement and evaluation
- Exceptional interpersonal skills and an ability to work collaboratively with others

- Outstanding oral/written communication skills, advanced analytical and problem-solving skills
- Possess strong facilitation and presentation skills; and be able to translate knowledge to a wide range of audiences

- Proficiency in all MS office applications (Visio, Word, Excel, PowerPoint, Project, PowerBI)
- Knowledge of statistical software (e.g. SPSS) and programming (e.g. VBA) is an asset

- Experience with research methods and practices including statistical reliability and sample size calculations and statistical power is considered an asset
- Experience working with Provincial agencies on grant management

Responsibilities Research and Data Collection, Analysis and Reporting (40% of time)

- Assess and preprocess data for modelling.
- Review quantitative data, to identify risks
- Develop data tracking mechanism and performance tracking database for visualization of trends (e.g. PowerBI)
- Monitor trends and assess statistical data to guide program planning and strategic activities
- Conduct analysis, evaluation, and interpretation of data,



making recommendations for priorities and programming based on data collected
- Prepares reports for the ministry as required
- Assist the division and team with performance monitoring and the use of data for continuous quality improvement (dashboard)
- Facilitates and interprets data analysis to internal and external invested parties

Gathers and assesses qualitative and quantitative data to provide technical expertise with respect to data and trends to inform progress reports and plan updates. (15% of time)

- Performs trend analyses with the use of statistical software packages and other software instruments.
- Conduct analysis, evaluation, and interpretation of data, making recommendations for programs
- Identifies, develops, assesses, tests, and modifies statistical models using computing software and forecasting methods to maximize forecasting accuracy.
- Research alternative methods in forecasting and statitical modeling to identify and maintain robust forecasting models.

Performance Monitoring and Evaluation (15%) Identify service/program criteria, objectives, and metrics

- Support the development and monitoring of funding agreements
- Assist with performance monitoring and evaluation
- Develop and implement program and evaluation frameworks and strategies
- Develop, monitor and mobilize Key Performance Indicators

Researches, analyses and synthesizes information to provide recommendations for policy development.(15% of time)

- Reviews and updates policies as needed in accordance with Ministry directives and Regional policy as well as any other program requirements to ensure its alignment with legislative mandates and other applicable obligations.
- Defines issues/problems and expected outcomes of the proposed policy in a way that can measure performance of the policy.
- Works with senior staff and management to identify needs in program and policy research and analysis
- Develops quality assurance measures and policies tools to support and monitor data integrity

Knowledge Translation and Dissemination (10% of time)

- Develop and disseminate knowledge mobilization products, reports, resources and tools to support planning and other initiatives,
- Translate data and reports, providing support to projects and development initiatives, and making recommendations for program planning, best practices and policy development.
- Conducts community engagement activities (5%)
- Develops and facilitates a variety of community engagement activities, including surveys, focus groups, and creative engagement approaches to gather input from a wide range of community partners
- Analyzes and synthesizes community engagement data to inform policy and program development
- Perform other related duties and responsibilities as assigned or required.

- Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
