On behalf of our Healthcare client, Affinity Healthcare Solutions is seeking a Data Governance Lead to support the CIS Program. The DGL will be responsible for establishing, leading, and maturing a province-wide health data governance program that ensures health system data is trusted, secure, ethically used, and leveraged for public good.
Responsibilities
- Develop a provincial data governance framework (encompassing data ownership, governance, stewardship and custodianship) to align on data roles and responsibilities across the entire health system (i.e. the Regional Health Authorities (RHAs), DH and SNB.
- Enable prudent management and safeguarding of personal health information as well as it’s ethical use through the development of policies and procedures.
- Support the modernization of legislation (i.e. PHIPPA) and lead the development data standards, policies and procedures
- Develop a data classification schema for all health data (i.e. public, internal, confidential).
- Collaborate with clinical, business, technical and operational stakeholders to develop a Symbio data strategy that is complementary to the Symbio Business Intelligence strategy.
- Collaborate with the Department of Health Shared Analytics branch to co-develop a provincial data strategy that is complementary to the provincial BI strategy.
- Collaborate with the Chief Privacy Officers (CPOs) and clinical, business and technical stakeholders to develop a Consent Management Framework and Access Controls for the Symbio Program, which can be scaled provincially (for all future data assets/systems).
Qualifications Mandatory Requirements
- Education: University degree in Healthcare Sciences, Health Administration, Business Administration, Health Informatics, Information Technology,
or an equivalent combination of education and relevant experience.
- 10+ years of experience leading Canadian healthcare data governance strategy, planning, policy development, and implementation within a province or territory of comparable size and complexity to New Brunswick.
- 10+ years of experience demonstrating progressive leadership within government, with a focus on health system planning and provincial data and/or digital health initiatives.
- Available to start work on or about the date specified in Section 8 of the SOW.
- Vendor submission limit: Maximum of two (2) candidate submissions per vendor.

- 10+ years of experience working within the public healthcare sector (government, provincial agencies, or acute care environments), leading data-related initiatives including policy development, data governance, and large-scale digital health programs.
- 10+ years of experience in progressive leadership roles within public healthcare, including direct people management and leading large, high-performing teams.
- 8+ years of experience developing provincial or territorial digital health strategies, policies, and roadmaps that support the ethical secondary use of data for health system planning, population health management, research, and related purposes.
- 10+ years of experience managing stakeholders across public and private sectors, facilitating discussions, building consensus, and collaborating with clinical, business,
technical, and operational teams.
- 8+ years of experience engaging and collaborating with health system executives, clinical leaders, and key stakeholders to drive system-wide transformation while effectively managing complex and politically sensitive matters.
- 5+ years of experience collaborating with Privacy Departments and Chief Privacy Officers on policy and procedure development, Privacy Impact Assessments (PIAs), consent management, and other privacy initiatives supporting the ethical use of personal health information.
- 8+ years of experience demonstrating excellent verbal and written communication skills, including preparing executive and program-level reports, facilitating workshops, delivering presentations, ensuring high-quality project deliverables, and driving stakeholder satisfaction.
