The Ministry of Municipal Affairs assists municipalities in providing well-managed, collaborative, and accountable local government to Albertans. Our main responsibilities are:

- Funding supports for municipalities.
- A system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment.
- Protections for new home buyers and required licensing for home builders.
- Province-wide support for access to public library services for Albertans.
- Management of about 2.6 million acres of public land in the province's three Special Areas.
- Independent review and decisions on local matters by the Land and Property Rights Tribunal.
- Manage and resolve complex property assessment complaints, ensuring compliance with legislation, policy, and assessment standards.
- Conduct research, investigations, and data analysis to support evidence-based recommendations and dispute resolution.
- Prepare and review technical reports, legal disclosures, tribunal submissions, and other complaint-related documentation.
- Collaborate with municipalities, legal representatives, and internal stakeholders to address assessment disputes and support hearings.
- Monitor complaint trends, legislative changes, and emerging issues to recommend process improvements and reduce future disputes.
- Support hearing preparation by reviewing evidence, coordinating documentation, and contributing to tribunal proceedings.
- Maintain accurate records and ensure the integrity of assessment data and complaint files.
- Contribute to continuous improvement initiatives by identifying opportunities to enhance complaint resolution processes and policies.

Qualifications

Required : Post-secondary education, such as a Bachelor’s in Assessment, Law, Public Administration, Business, Project management or a related field plus a minimum four years of progressively related experience is required; or equivalent as described below.
Equivalency : Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; OR 1 year of experience for 1 year of education. Experience in property assessment, complaint resolution, tribunal processes, municipal administration, regulatory environments, legal support, or a related field. Knowledge of regulated assessment methodologies, assessment complaints, tribunal processes, administrative law principles, and applicable legislation (e.g., MGA, MRAT, CCRG, Minister’s Guidelines). Experience interpreting legislation, policies, legal documentation, witness reports, disclosure materials, and technical information. Experience preparing technical, analytical, and/or legal documentation for decision-makers, hearings, or regulatory processes. Strong analytical, critical thinking, and problem-solving skills, with the ability to identify key issues and risks and recommend practical solutions. Experience coordinating complex files with multiple stakeholders, competing priorities, and tight timelines. Strong communication, negotiation, and relationship-management skills, including the ability to work collaboratively with legal counsel, municipalities, assessors, agents, technical experts, and regulatory bodies. Familiarity with assessment systems and databases (e.g., ALPAS,



CAMAlot, ASSET) considered an asset. Project management experience, including coordinating multiple active files and deliverables. High proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, and document management. Knowledge or experience in legal, paralegal, tribunal, mediation, regulatory, or conflict resolution environments would be considered an asset.
