About The Paid Leave Division

Paid Leave is a new program that officially launched in Minnesota on January 1, 2026. The program provides partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child.

We have built a program that is easy for every Minnesotan to use. We have engaged the people who depend on us-workers, employers, caregivers, and insurers-to learn from them and build the program around their needs. We use modern service delivery and product practices to deliver the program.

The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.

Position Purpose The Lead Learning Consultant leads the planning and implementation of comprehensive workforce development learning for the Paid Leave Program.

The Lead Learning

Consultant provides independent learning consultation and operational support to team members and management, advising on highly complex learning needs and making decisions that shape program wide learning curriculum.

The Lead Learning

Consultant may be assigned to larger or specialized learning curriculums designed for all employees or specific programs and may facilitate technical, supervisory or management learning.

Key Responsibilities

- Learning Consultation: Leading workforce and leadership development strategies, consulting with leaders on learning needs, managing cross-functional projects to boost team readiness, setting learning rules and procedures, and guiding a team that designs and delivers training programs.
- Design, Develop, and Deliver Learning Solutions: Designing multi-modal training programs, managing project timelines, and leading leadership development at all levels for the Paid Leave Program.
- Learning Operations: Managing daily learning operations, maintaining training content libraries, and using data analytics to promote and improve educational programs.

This position will be based of of the St. Paul office. This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

Minimum Qualifications

Three (3) years* of experience designing and delivering learning solutions.

- Bachelor's degree in Human Resources, Public or Business Administration, Education, or other closely related field as determined by the agency may substitute one (1) year of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:
- Experience applying adult learning theory and instructional design principles.
- Experience consulting with leadership and subject matter experts to identify learning needs and recommend solutions.
- Experience designing, developing, and delivering accessible learning solutions using a variety of tools across multiple modalities.
- Experience collecting and analyzing learning data to identify trends and measure performance.

Preferred Qualifications

- Ability to provide leadership and consultation, guiding stakeholders towards effective learning outcomes.
- Experience managing multiple cross-functional project teams in the design, development, and delivery of learning solutions in a dynamic, fast-paced environment with competing priorities.
- Experience applying creativity and innovation to learning design, development, and delivery.
- Ability to support learning operations including standard operating procedures, content management, enrollment, and communications.
- Experience working in local, county, and/or state government.
