Summary

JOB SUMMARY:

Within the context of a client and family centred model of care and, in accordance with the Mission, Vision and Values, and strategic directions of Providence Health Care, the person promotes a safe, respectful, and civil working environment for patients, residents, families, visitors and staff.

Reporting to the Director/Lead or designate, the Program Manager provides leadership and supervision of Foundry Central Office (FCO) program staff; oversees program planning and program activities; tracks program goals and objectives to ensure program deliverables are achieved; and meets expected deadlines and program requirements. Identifies program needs and supports the use of research, best practice and emerging trends to inform continuous improvement of the program. Supports staff leadership and skill development through coordination and provision of education and training, providing expertise, and assisting with navigation of available resources.

Develops, implements and reviews policies and procedures, funding proposals and partakes in program evaluation and research activities. Establishes and maintains working relationships internal and external to Foundry to strengthen connections, identify information needs, share information, and create opportunities for partnership. Ensures program deliverable and outcomes are achieved through ongoing planning, project and resource management.

Prepares progress reports and updates to Foundry leadership and funders as required.

QUALIFICATIONS:

Graduation from a recognized degree program in health sciences, social sciences, health research, communications, policy or related field plus five (5) years’ recent, related experience in the program area or an equivalent combination of education, training and experience.

•Comprehensive knowledge of the program area and related services, legislation, standards, policies and values.

•Demonstrated ability to facilitate and promote collaboration and change management, and work both independently and within a team setting.

•Ability to utilize initiative, vision, independent thinking and creative problem-solving abilities to develop and implement program/project plans and realize project completion.

•Demonstrated ability to lead and mentor others and manage a team.





•Effective communication skills to function within a complex interdisciplinary environment.

•Effective facilitation, persuasion and negotiation skills to achieve consensus, resolve conflict and achieve desired outcomes.

•Ability to work effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.

•Functional knowledge of word-processing, spreadsheet, presentation, learning, project management and database applications.

•Strong verbal and written communication skills, including report writing and presentation skills. Expertise in plain language writing is an asset.

•Demonstrated success in program or project delivery and execution of project management methods.

•Knowledge and understanding of the Truth and Reconciliation Calls to Action and the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), and the PHC’s signatory to the Declaration of Cultural Safety and Humility.

•Ability to apply decision making and analytical skills.

•Ability to prioritize, and to plan, coordinate, and organize work.

•Ability to operate required equipment.

•Ability to travel for meetings as necessary.

•Physical ability to carry out the duties of the position.

1.Provides high-level oversight, monitoring and project management for a variety of program initiatives.

2.Provides day-to-day operational support for program staff including onboarding of staff, provision of education and training of staff, coaching and mentoring staff, and orientating staff to available Foundry resources and information portals.

3.Works collaboratively within a team environment and interacts directly and independently with all relevant groups (internal and external) to ensure that all facets of projects and tasks assigned are managed appropriately.

4.Provides leadership, facilitation, coordination and/or support as required to organizational committees,



improvement groups and operational/implementation groups.

5.Develops work plans, tracks progress to targets/goals, and provides status updates and progress reports to internal and external partners and stakeholders (as required).

6.Responds to information requests and coordinates communication of responses with various areas within the Foundry network and with other stakeholders.

7.Provides information, reports, analyses and recommendations as required to support program evaluation, research activities and decision-making associated with the program.

8.Identifies program needs and supports the use of research, best practice and emerging trends to inform continuous improvement of the program. Develops policies and procedures to support program implementation and decision-making.

9.Establishes and maintains long-term relationships with key partners internal and external to Foundry to strengthen connections, identify information needs, share information, and create opportunities for partnership by building alliances, broadening reach and engaging new audiences, and identifying common interests and needs through sustained connection and engagement processes.

10.Facilitates and maintain relationship between Foundry and vendors/partners and negotiates contracts to support program deliverables.

11.Prepares reports, business cases, funding applications, proposals and maintains statistical records regarding program activities.

12.Manages the recruitment, selection and hiring of staff within program. Monitors and reviews staff performance, assesses developmental needs, makes recommendations regarding discipline and/or initiates disciplinary action in conjunction with HR Partner.

13.Manages program budget and monitors expenditures to ensure projections and targets are met, reporting on any variances.

14.Ensures optimal utilization of available resources such as equipment across projects as appropriate.

15.Performs other related duties as required.
