POSITION SUMMARY The Toronto Transit Commission (TTC) is seeking an experienced Project Scheduler to support its Project Management Office (PMO) by providing construction planning and scheduling services for assigned projects and portfolios.

The Project Scheduler will be responsible for developing, maintaining, reviewing, and analyzing project schedules throughout the project lifecycle. The role will provide expert scheduling guidance to project teams, evaluate contractor schedules and updates, monitor progress against approved baselines, identify schedule risks and slippages, and perform delay and time impact analyses.

The successful candidate will have strong hands-on experience in construction and infrastructure scheduling, with particular emphasis on large-scale projects, contractor schedule management, critical path analysis, schedule forecasting, delay analysis, and claims support.

The Project Scheduler will report to the Senior Planner and Scheduler or their designate and will work closely with project managers, construction teams, contractors, consultants, and other project stakeholders.

1. KEY RESPONSIBILITIES

A. Project Planning & Scheduling
- Develop and maintain project schedules at different levels in accordance with the TTC project framework.
- Develop, maintain, and manage the approved project baseline schedule in accordance with contract requirements.
- Establish project activities, logic, sequencing, durations, milestones, constraints, and dependencies.
- Develop detailed schedules that appropriately reflect project scope, resources, costs, and execution requirements.
- Integrate project scope, cost, and schedule information to support effective project controls.
- Monitor schedule performance throughout the project lifecycle.
- Ensure schedules are developed and maintained in accordance with established project controls standards, procedures, and industry best practices.

B. Contractor Schedule Review & Validation
- Review and validate contractor-proposed schedules.
- Assess schedule logic, activity sequencing, durations, dependencies, constraints, and resource requirements.
- Determine whether proposed schedules are realistic, achievable, and aligned with project objectives.
- Review contractor schedules against contractual requirements and approved project baselines.
- Identify deficiencies, inconsistencies, unrealistic assumptions, and potential schedule risks.
- Provide technical recommendations to project teams regarding contractor schedule submissions.

C. Monthly Schedule Updates & Progress Monitoring
- Conduct detailed reviews of contractor monthly schedule updates.
- Validate reported progress against actual project status and field conditions.
- Perform progress measurement and assess earned progress.
- Conduct critical path analysis to identify activities that may affect project completion dates.
- Analyze schedule variances against the approved baseline.
- Prepare variance reports and communicate significant deviations to project stakeholders.
- Monitor project performance and identify emerging schedule risks, slippages, and opportunities for schedule optimization.
- Coordinate with site teams and project stakeholders to confirm progress and ensure schedule information remains accurate and current.

D. Schedule Delay & Time Impact Analysis
- Perform detailed Schedule Delay Analysis to determine the effect of delays, disruptions, changes, and unforeseen events on project timelines.
- Conduct Time Impact Analysis (TIA) for changes and events affecting the project schedule.
- Assess critical and near-critical path impacts.
- Analyze schedule updates and historical schedule data to establish the timing and impact of delays.
- Develop schedule narratives and supporting documentation explaining delay events and schedule impacts.
- Provide objective scheduling analysis to support project decision-making.

E. Recovery & Revised Baseline Schedules
- Prepare and evaluate Recovery Schedules where project delays or performance issues occur.
- Develop and review Revised Baseline Schedules following approved scope changes or significant schedule impacts.
- Evaluate contractor recovery strategies for feasibility and effectiveness.
- Monitor implementation of recovery measures.
- Identify opportunities to mitigate schedule impacts and improve project delivery.
- Provide recommendations regarding revised sequencing, resource allocation, and schedule optimization.

F. Claims & Contractual Support
- Support project teams with schedule-related aspects of construction claims.
- Provide schedule data, delay narratives, progress information, and supporting documentation for claims analysis.
- Analyze contractual schedule requirements and scheduling clauses.
- Assess schedule impacts associated with changes, disruptions, delays, and other contractual events.
- Support the project team in evaluating contractor claims and schedule entitlement where required.
- Maintain accurate and defensible scheduling records to support project and contract administration.

Construction Site Coordination
- Work closely with construction site teams to understand actual project progress and field conditions.
- Coordinate with field personnel to validate schedule activities and progress.
- Attend project and construction meetings as required.
- Identify potential schedule issues before they affect key milestones.
- Communicate schedule risks, delays, and recovery requirements to project stakeholders.
- Ensure the project schedule accurately reflects current construction conditions.
- Support alignment between project planning activities and construction execution.

H. Project Controls & Earned Value Management
- Apply project planning and scheduling principles throughout the project lifecycle.
- Support Earned Value Management (EVM) activities and project performance measurement.
- Understand and apply the relationship between:

o Scope o Schedule o Cost o Resources o Progress o Performance
- Analyze schedule and project performance data to support project controls reporting.
- Provide recommendations based on schedule performance trends and variances.

I. Technical Document Review
- Review project documentation to understand project scope and develop detailed schedules.
- Review:

o Contractor schedules o Estimates o Engineering drawings o Design documentation o Design basis documents o Technical specifications o Contract documents o Scope documentation
- Translate technical project requirements into logical, resource-loaded and cost-informed schedules.
- Identify schedule implications arising from technical or design changes.

J. Stakeholder & Project Team Support
- Serve as a scheduling subject matter expert and provide technical guidance to project teams.
- Provide recommendations to Project Managers, Senior Planners, construction teams, and other stakeholders.
- Work collaboratively with contractors, consultants, engineers, construction managers, and field teams.
- Communicate complex scheduling information clearly to technical and non-technical stakeholders.
- Facilitate schedule discussions and support resolution of schedule-related issues.
- Maintain effective working relationships across multidisciplinary project teams.

1. REQUIRED QUALIFICATIONS & EXPERIENCE

MANDATORY REQUIREMENTS The successful candidate must meet the following requirements:

Education

- Completion of a post-secondary college diploma and/or university degree in a related technical or business discipline, such as:

o Engineering o Construction Management o Project Management o Planning/Scheduling o Related technical discipline OR
- An equivalent combination of education, training, and experience deemed acceptable.

Professional Experience
- Minimum 5 years of hands-on experience in construction and infrastructure scheduling.
- Demonstrated experience managing large volumes of project data.
- Hands-on experience developing and maintaining baseline schedules.
- Demonstrated experience providing schedule updates in a deadline-driven project environment.
- Experience working on construction sites and collaborating directly with field teams.
- Experience performing schedule delay analysis.
- Experience supporting claims preparation.
- Experience working with project owners and/or project execution teams.
- Experience in construction sectors such as:

o Rail o Transit o Civil infrastructure o Infrastructure construction o Other large-scale construction environments. These requirements are explicitly identified by TTC in the RFS.
1. MANDATORY TECHNICAL SKILLS

The candidate must demonstrate:
- Advanced knowledge of planning and scheduling principles and methodologies throughout the project lifecycle.
- Knowledge of Earned Value Management (EVM).
- Knowledge of contractual terms and scheduling clauses.
- Strong understanding of the integration between scope, cost, and schedule.
- Advanced-level knowledge of:

o Primavera P6 o Microsoft Project
- Proficiency in:

o Microsoft Excel o Microsoft Office Suite
- Ability to review technical project documentation, including schedules, estimates, drawings, and design basis documentation.
- Ability to develop detailed project schedules incorporating resources and costs.
- Ability to provide expert scheduling guidance, technical recommendations, and support to project teams.

Experience with other project controls, scheduling, cost management, or reporting systems is an asset.
1. PROFESSIONAL CERTIFICATIONS – ASSETS

The following certifications are considered assets by TTC:
- PMI-SP – PMI Scheduling Professional
- AACE-PSP – AACE Planning & Scheduling Professional
- PMP – Project Management Professional

These certifications are desirable but are identified by TTC as assets rather than mandatory requirements.
1. TRANSIT & INFRASTRUCTURE EXPERIENCE

Experience in the following environments is particularly relevant:
- Rail infrastructure
- Transit infrastructure
- Civil infrastructure
- Major construction projects
- Transportation infrastructure
- Large-scale public infrastructure
- Owner-side project delivery
- Contractor-side project execution

Candidates should be able to demonstrate specific projects where they were responsible for planning, developing, maintaining, reviewing, or analyzing construction schedules.
1. HUMAN RIGHTS, ACCESSIBILITY & INCLUSION

The candidate must have or be able to rapidly acquire comprehensive knowledge of the Ontario Human Rights Code and Related Orders, including disability accommodation and accessibility requirements applicable to TTC passengers and employees. This is specifically identified as a TTC qualification requirement.
1. WORK LOCATION & WORKING CONDITIONS

- Primary work location: 5160 Yonge Street, North York, Ontario.
- Hybrid work arrangement.
- Minimum two days per week in-office or in office, with the remainder remote subject to hiring manager approval.
- Work from home must be performed within the Province of Ontario.
- TTC may require the consultant to attend the office or project sites on short notice.
- The consultant must be able to travel to TTC offices and various TTC locations throughout the Greater Toronto Area (GTA).
- Work is performed during TTC business hours:

o 8:00 AM – 4:00 PM o 7 hours per day o Up to 35 hours per week.
- Scheduling or project duties may require attendance at different TTC locations.

Reports To: Senior Planner and Scheduler or Designate The Project Scheduler will work within the TTC Project Management Office and collaborate with Project Managers, construction teams, contractors, consultants, engineers, and other project stakeholders.

1. IDEAL CANDIDATE PROFILE

The ideal candidate is a senior-level scheduling professional with a strong construction and infrastructure background who can independently manage complex project schedules and provide expert advice to project teams. They should be comfortable working with large volumes of project data, reviewing contractor schedules, challenging unrealistic sequencing or durations, analyzing delays, identifying critical path impacts, and communicating schedule risks to senior project stakeholders.

The candidate should combine robust technical scheduling capability with practical construction-site experience and a thorough understanding of how scope, cost, schedule, contracts, resources, and project execution interact.

Pay: $50.00-$65.00 per hour

Work Location: Hybrid remote in North York, ON
