29935POS Hours: 70 bi-weekly (8 hour shifts; days) Salary: HL-23 (CAD82,009.20 - CAD106,615.60 per annum) Competition Number: VAC0027738 Posted Date: 2026-08-10 Closing Date: 2026-08-17 Job Summary The Provincial Strategist- Quality and Patient Safety supports provincial strategy execution and provides leadership for the coordination, implementation, and monitoring of the organization’s quality action plan and patient safety initiatives across the health system.

The strategist directly supports Quality and Patient Safety Managers to ensure consistent application of quality frameworks, improvement methodologies, and safety practices across all zones. The role ensures alignment between provincial strategy and local execution, fostering a robust culture of learning, collaboration, and accountability for quality and safety.

Working closely with the Provincial Directors, zone and provincial leadership, and operational partners, the Provincial Strategist translates strategy into practice, supports system learning, and advances provincial priorities that improve patient outcomes.

This role serves as a key connector- translating provincial direction into practical application and enabling shared learning and improvement across zones and programs.

Job Demands

Leadership and System Coordination

Leads the design and implementation of provincial learning collaboratives to support evidence based improvement in key patient safety areas, to foster shared learning, accelerate improvement, and build organizational capacity across zones and programs

Coordinate provincial working groups, committees, and communities of practice focused on improvement and safety.

Provide leadership and guidance to Quality and Patient Safety Managers through supporting consistent performance, development, and alignment of priorities.

Collaborate with the Provincial Director of Quality and Patient Safety on the development, implementation,



monitoring and evaluation of the Quality Action Plan.

Support zones and programs in aligning local quality initiatives with provincial standards and goals.

Build relationships across the system to promote consistency, shared learning, and collaboration.

Quality Improvement and Program Support

Lead or co-lead specific provincial quality improvement initiatives from design to evaluation.

Support teams in applying QI methodologies (Lean, PDSA, Model for Improvement).

Facilitate learning collaboratives and improvement sprints that advance key priorities (e.g., patient experience, safe medication use, harm reduction).

Identify and share improvement success stories and lessons learned across the organization.

Patient Safety and Learning

Lead the development of provincial education on patient safety and related topics

Support the development and implementation of safety policies, procedures, and tools.

Analyze data to identify system trends and collaborate with teams to develop improvement plans.

Promote proactive patient safety risk identification and the use of human factors and systems-thinking approaches.

Measurement, Reporting, and Learning

Collaborate with analytics and performance measurement teams to support development, tracking, interpretation and dissemination of quality and safety indicators.

Prepare reports, dashboards, and presentations to summarize outcomes and learning for provincial audiences, executive and board.

Monitor performance against provincial priorities and recommend improvement strategies.

Capacity Building and Engagement

Support training and mentorship for zone and program quality and safety committees.

Facilitate learning sessions, workshops,



and coaching in QI and patient safety.

Engage patients, families, and staff in co-design and improvement initiatives.

Contribute to building a culture of continuous learning, just culture, transparency, and psychological safety.

Job Qualifications

Education

Bachelor’s degree in a health-related discipline required; Master’s degree in health administration, quality improvement, or public health preferred.

Certification in quality improvement (Lean, Six Sigma, IHI, or equivalent) preferred. Experience A minimum of five (5) years experience within the last seven (7) in healthcare quality improvement, patient safety, or risk management is required, including 2 years of supervisory or leadership experience managing professional staff or project teams.

Demonstrated experience coordinating multi-site or multi-zone/program improvement initiatives in complex health systems.

Demonstrated success in leading or facilitating improvement projects and translating evidence into practice. Knowledge, Skills, and Abilities

Strong understanding of healthcare quality and patient safety science.

Excellent facilitation, coaching, and communication skills.

Ability to synthesize data and translate insights into actionable recommendations.

Demonstrated ability to work collaboratively across multiple levels and disciplines.
