BASICFUNCTION

TheHealthandSafetySpecialist,undertheleadershipoftheManagerofHealthandSafety,isresponsibleforthedevelopmentoftheCounty’sHealthandSafetyprogrammeandassociatedimplementationplan.ThisinvolvescollaborationwithvariousstakeholderstodevelopCountypoliciesandconsultandadviseondepartment-specificstandardoperatingproceduresandguidelinestoensuretheCountymeetsallHealthand Safetylegislativeandindustrystandards.ThispositioniskeyinassistingtheCountyofWellingtontofosteraphysicallyandpsychologicallysafeworkplacethroughthecontinuousimprovementofHealthandSafetyandrelatedinitiatives.

PRINCIPALRESPONSIBILITIES

- PlayakeyroleinthedesignandimplementationofthehealthandsafetyprogrammeandbearesourcetotheCounty’semployees,leadership,employeegroups,andJointHealthandSafetyCommitteeswiththeobjectiveofensuringlegislativecompliance,prevailingbestpractice,minimizingtheriskofoccupationalinjury/illness,andsupportingapositivesafetyculture.




- Develop,implementandmaintaintheCounty’sHealthand Safetypolicies,procedures,trainingprogrammesinamannerthatadherestoapplicablelegislationandbestpractice.
- Provideguidancetodivisionsintheirdevelopmentand/orimprovementofsafeworkprocedures(e.g.,standardoperatingprocedures).
- Deliverexpertadviceandguidancetosupervisorsonmattersrelatingtoworkplacephysicalandpsychologicalhealthandsafety,andrelatedemployeesupportstoensureahealthyandsafeworkplaceandcompliancewiththeoccupationalhealthandsafetyactandapplicableregulations.
- LeadtheexecutionofHealthandSafetyprojectsandinitiativesasassignedonvarioustopicsfromplanningtoimplementation.
- AssistinthedevelopmentofHealth,Safetytrainingprogramming,identifyingtrainingneeds,developing,facilitatingvarioustrainingprogramsandcoordinatingwithqualifiedexternaltrainingproviders.
- Conductcorporatehealthandsafetytrainingasneeded.
- DevelopandimplementaninternalassessmentprogrammeformonitoringtheexecutionofthehealthandsafetyprogrammewithintheCountyofWellingtondepartments.
- ReceiveCountyofWellingtonincidentreports,ensuretimelydistributiontostakeholders,andconductfollowupasrequired.
- ReportsaccidentstoWSIBandrefersapplicablecasestoDisabilityManagementforthecoordinationofyearlyandsafereturntowork.
- OverseesthetrackingofWSIBstatisticsandpreparesrequiredreportsformanagementandtheJHSC’s.
- Otherdutiesasassigned.

MINIMUMQUALIFICATIONS

- Two-yearcollegediplomainhumanresources,healthsciencesorarelatedarea.
- CertificateinHealthandSafetyorarelatedareaorwillingnesstoobtain.
- ACanadianRegisteredSafetyProfessional(CRSP)designation,CanadianRegisteredSafetyTechnician(CRST)orCertifiedDisabilityManagementProfessional(CDMP)designationisconsideredanasset.
- MinimumfouryearsofexperienceorequivalentinHealthandSafetywithpublicsectorexperiencepreferred.
- ExperiencewithWSIBclaimsubmissionandmanagementisanasset.




- ExperienceprovidingHumanResourcesservicesinamunicipalsettingisconsideredanasset.
- ComprehensiveknowledgeofrelevantlegislationincludingtheOccupationalHealthandSafetyActandRegulations,WorkplaceSafetyandInsuranceAct,WSIBPolicies/processes,EmploymentStandardsActandOntarioHumanRightsCode
