Technical Lead - Commissioning
Location: Victoria, British Columbia, CA, V8Z 0B9

Expected Salary: $86,879 to $106,185

Your Role

As part of the Canadian team, you will help ensure Canada’s critical services and assets are readily available, reliable, and capable for defence and civil customers.

Responsibilities

Act as the primary interface between Project Teams and the Commissioning Group, supporting clear communication and coordination.

Provide subject matter expertise in Commissioning to advise and guide Project personnel.

Collaborate closely with the Commissioning Team to sequence and coordinate commissioning activities across systems and work packages.

Ensure all commissioning activities are properly sequenced in accordance with the Project Schedule, identifying and resolving misalignments as needed.

Proactively identify and communicate project risks, conflicts, and opportunities related to Commissioning.

Maintain detailed working knowledge of the project schedule and ensure accurate input and updates from the Commissioning Group.

Attend key Project meetings as the designated representative of the Commissioning Team.

Collaborate with scheduling and planning teams to ensure integration of test activities and logical progression within the master schedule.

Be responsive to Commissioning Managers for dynamic program delivery requirements in a shipyard waterfront environment.

Identify risks and opportunities.

Other duties as required.

Qualifications

Strong background in Commissioning, Engineering, or Project Integration roles, including post‑secondary education; degree, diploma in an engineering or engineering technology discipline, or equivalent experience.

Registration as an Applied Science Technologist (AScT),



Certified Engineering Technologist (C.E.T) or Professional Engineer (PEng) with the applicable provincial association, or eligibility to complete such registration within 12 months of commencing employment.

10+ years of related technical experience.

Proven ability to work across departments and manage competing priorities.

Demonstrated experience interpreting and contributing to complex project schedules.

Familiarity with submarine or naval refit programs.

Preferred working knowledge in a variety of mechanical or weapon system related technologies or electrical/combat system related technologies.

Mechanical

Hydraulic systems

Pneumatic systems

Internal Combustion Engines, Diesel, super/turbochargers

Mechanical linkages, alignment, rotating machinery

Pumps, valves, actuators, motors

Electrical

Alternating Current systems and power distribution control systems

Direct Current control systems / motor controls / generators

Lead acid or lithium‑ion battery systems

Submarine mission systems (e.g., communications, navigation, sonar, electronic sensors)

Fibre optic applications

Knowledge of uninterrupted power supplies and switching

Awareness of functional and non‑functional system performance testing in new construction or retro‑commissioning.

Marine, offshore oil and gas drilling, naval vessel, or submarine operational experience, an asset.

Experience operating, testing/commissioning mechanical systems, an asset.

Physical ability to climb and descend ladders, stand and walk and stairs to access work areas.





Physical dexterity to allow for monthly work in confined spaces and areas with limited room for movement.

Comfortable working on scaffolding at heights and around water.

Comfortable working in an industrial environment and around moving equipment (forklifts, cranes, etc.).

Excellent communication skills; written, verbal and interpersonal and the ability to represent Commissioning interests in multidisciplinary forums.

Robust computer skills including MS Office suite.

Eligible for a Canadian Secret Security and ITAR Clearance.
