$94,619.00 - $121,577.00 Per year The Ministry of the Solicitor General, Ontario Provincial Police, and the Provincial Operations Intelligence Bureau is seeking a qualified individual to join our Provincial Anti-Terrorism Unit. In this exciting, rewarding and challenging prospect, you will maintains professional standards, analytical rigour, and intelligence best practices in the production of strategic intelligence related to major crime, regional crime, national security, and domestic and international extremism and terrorism impacting Ontario.

Please note: The successful candidate will be expected to work out of 777 Memorial Avenue, Orillia five (5) days a week.

About Us:

The Ontario Provincial Police (OPP) is one of North America's largest deployed police services with more than 6,400 uniformed officers, 2,900 civilian employees and 530 Auxiliary officers. We provide essential services that ensure the safety and security of the people of the Province of Ontario. The OPP is a division of the Ministry of the Solicitor General, the largest operational ministry in the province with a presence in every community across Ontario.

The Provincial Anti-Terrorism Section (PATS) is an OPP-led joint forces operation comprised of intelligence officers from municipal, provincial and federal agencies mandated to conduct multi-jurisdictional strategic intelligence operations on matters involving international, domestic, and issue specific terrorism in Ontario. Section personnel place major emphasis upon the development and maintenance of human sources to assist in meeting their mandate. Further, the Section serves to:

- Collect, evaluate, analyze and disseminate intelligence;
- Identify suspected terrorists, terrorist groups, and individuals suspected of providing logistical and financial support for terrorist operations in efforts of anticipating and preventing criminal acts; and
- Provide investigative support to police agencies involved in terrorism related investigations.

About the job

Provides executive management with strategic assessments of domestic, international, and geopolitical developments, and their implications for public safety, criminality, and the broader provincial threat environment. Identifies emerging risks, trends, and threat actors, and develops intelligence products, mitigation strategies, and operational recommendations to support intelligence-led decision-making.

What you bring to the team

- Ability to pass an OPP background/ security investigation.
- Must possess a valid Ontario Driver's License.

Knowledge, Skills and Abilities

- Knowledge of relevant sections of legislation, policies and programs such as the Criminal Code of Canada, Canada Evidence Act and the Freedom of Information and Protection of Privacy Act, Community Safety and Policing Act, Police Orders, Human Rights Code, Respectful Workplace Policy, Workplace Violence Prevention Policy, OPPA Uniform and Civilian Collective Agreements.
- Extensive knowledge of geopolitical affairs, international security issues, ideological movements, foreign state activity, and global instability, and the ability to evaluate their potential impact on public safety, national security, and the Ontario threat landscape. This includes identifying linkages between international events and local implications, and incorporating geopolitical context into strategic assessments, briefings, and decision-support products.
- Knowledge of core issues linked to major crime,



regional crime and extremist/terrorist activities within Ontario, as they relate to intelligence operations, national security, and international and domestic terrorism groups and associations possessing criminal capabilities.
- Knowledge of criminal investigative techniques, analytical methodologies, and the intelligence cycle and case management, to identify sensitive issues and perform targeted analysis.
- Proficient analytical skills to collect, evaluate, collate, analyze and report on information relating to criminals and crime. Techniques related to operational, tactical and strategic analytical methods, to integrate, synthesize and evaluate quantitative/qualitative data and information from multi-jurisdictional sources; creativity to plan and design analytical approaches; and to prepare summary analyses of information from cross-jurisdictional sources. Ability to research and use analytical skills to interpret complex information to support problem solving.
- Knowledge of software, such as NICHE RMS UA, Palantir and computer applications, including word, data processing, spreadsheets, spatial and mapping, graphics and analytical software to prepare analyses, documents/briefings and create visual multi-media presentations; and the internet to conduct research.
- Knowledge of processes to identify and analyze trends related to crime. Exercises sound judgement when providing recommendations regarding investigative/operational strategies to mitigate the costs and effects of criminal trends and behaviour. Analytical skills and creativity to design and prepare assessments and crime/target profiles. Researches, assesses, and summarizes information from a range of sources to incorporate into proposed solutions/recommendations.
- Oral communication and interpersonal skills to present research findings and deliver briefings to decision-makers/management and make recommendations related to analytical assessments, Oral communication and interpersonal skills to network with, collaborate and act as a resource to cross-jurisdictional law enforcement and crime analysts; to exchange information on national security, extremism/terrorism, organized crime, major crime, regional crime and analytical findings; to discuss crime issues; to participate in consultation processes; and to provide support for coordinated crime analysis operations.
- Written communication skills to draft policy papers, presentations, reports, assessments, correspondence, briefing notes, and materials for presentations.
- Knowledge of the principals of Intelligence, categories of Intelligence, the different Intelligence disciplines and be proficient in their knowledge and experience with analyzing signals and human intelligence as well as geospatial/imagery intelligence.
- Knowledge of adult education theory and practices to prepare and provide instruction to OPP personnel.
- Knowledge of interpersonal skills to work well within a team setting and meet deadlines.
- Abiltiy to think laterally, manage change, work under pressure and manage confidential and sensitive information, demonstrates initiative and team working with excellent interpersonal skills.
- Abiltiy to mentor analysts within the program area with their analysis to identify trends, patterns and series related to national security, extremism/terrorism, major and regional crime activity.
