ACCOUNTABILITY STATEMENT:
The Manager, Business Intelligence, is responsible for managing the team that establishes and maintains key performance indicators (KPIs) and metrics to monitor the effectiveness of initiatives and overall organizational performance. This role leads data gathering and analysis and provides insights to better support ONTC's operations and customers. The Manager also assesses organizational needs, gathers information, and reports on industry trends to management. As ONTC's BI capability is newly established and continues to evolve, this role plays a central part in designing the function's foundations, including its processes, standards, governance, and culture of data-informed decision-making. This role must also align with the commitments and priorities articulated in ONTC's Business Plan, Annual Report, and Ministry reporting obligations.

MAJOR DUTIES/ RESPONSIBILITIES:

Lead the development, implementation, maintenance, and continuous improvement of organizational performance metrics, measures, KPIs, and reporting frameworks that support ONTC's strategic objectives, business planning, annual reporting, compliance requirements, and return on investment.

Establish and maintain a formal data governance framework, including data definitions, ownership, quality standards, validation processes, and reporting schedules, ensuring the accuracy, reliability, and integrity of BI outputs.

Prepare, analyze, and communicate routine and ad hoc performance, compliance, and executive reporting to support organizational decision-making.





Assess organizational intelligence needs and monitor industry trends, benchmarks, emerging practices, and reporting standards to inform continuous improvement and strategic planning.

Advise senior leadership on performance outcomes, emerging risks, opportunities, and strategic priorities by translating data and analysis into actionable insights and recommendations.

Evaluate and support the selection, implementation, and ongoing enhancement of business intelligence platforms, dashboards, and data visualization tools.

Collaborate with senior leaders, managers, and cross-functional partners to identify performance indicators, targets, reporting requirements, and performance management practices across all business units.

Partner with Finance, ITS, Operations, and other stakeholders to ensure data infrastructure, systems, and processes support business intelligence, analytics, and performance reporting requirements.

Provide analytical leadership and decision-support through data analysis, risk and opportunity identification, business case evaluation, benchmarking, and recommendations related to organizational performance and strategic initiatives.

Directly manage Business Intelligence staff, including workload planning, performance management, employee development, coaching, discipline matters, succession planning, and hiring recommendations.

Design and deliver training, coaching, and BI literacy programs that build organizational understanding and effective use of performance data and analytics.

Lead the development of ONTC's performance management and business intelligence capabilities, including the establishment of a Performance Management Centre of Excellence, BI standards, tools, templates, playbooks, and self-service resources.

Foster a culture of accountability, continuous improvement, and data-informed decision-making across the organization.

REQUIREMENTS:

University Degree in Data Science, Computer Science, Business Administration, Commerce, Project Management, Analytics, Information Systems, or a related field

Central Business Intelligence Professional certification is preferred





3-5 years of experience supporting business intelligence initiatives, including:

KPI development and organizational performance reporting

Developing performance metrics and understanding their relationship to organizational strategy

Coordinating and implementing organizational planning processes

Applying quantitative, critical thinking, and analytical skills to support business decisions

Coordinating and facilitating cross-functional teams

Leading or mentoring staff, including assigning work, reviewing outputs, and providing direction and developmental feedback

Experience with developing Performance metrics and KPI designs for BI tools (e.g., Power BI, Tableau)

Experience working with large structured and non-structured data, validation and quality management

Experience in performance management, quality improvement, program evaluation and project management

Familiarity with public sector planning, compliance, and reporting environments is an asset

Experience using Artificial Intelligence, Machine learning and LLM enablers is an asset

Highly developed interpersonal, written, and oral communication skills

Robust negotiation and relationship management skills

Ability to communicate effectively across all organizational levels
