The Accounting Officer supports MNsure’s Financial Operations by maintaining and controlling financial activity within the Statewide Integrated Financial Tools (SWIFT) accounting system and assigned subsidiary systems. The role performs professional-level accounting work including accounts payable, accounts receivable, billing, reconciliation, financial analysis, reporting, and technical assistance. The incumbent ensures compliance with federal, state, and agency requirements; maintains accurate financial data and processes; supports internal controls; and provides responsive service to MNsure staff, DHS partners, carriers, vendors, and auditors within a complex financial environment.
Manage SWIFT financial activity including accounts payable, accounts receivable, billing, monthly carrier invoicing, and invoice processing.
Analyze and reconcile financial data across SWIFT and subsidiary systems, including U.S. Bank reconciliation and revenue/expense alignment.
Develop and maintain financial reports for federal and state agencies, ensuring compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and regulatory standards.
Evaluate and improve business processes by researching SWIFT functionality,



recommending enhancements, and documenting procedures.
Provide technical assistance to MNsure staff, management, external partners, and auditors on financial operations and accounting policies.
Maintain accounting integrity by monitoring accounts, preparing corrections, establishing budgets/encumbrances, and supporting internal control assessments.
Develop tracking tools such as worksheets, databases, and off-system spreadsheets to monitor financial activity and support reporting accuracy.
Support special projects and provide data, analysis, and accounting expertise as assigned.
Minimum Qualifications Two years of professional accounting experience demonstrating the following:
Application of GAAP and GASB standards in daily accounting work
Financial reconciliation across multiple systems, including resolving discrepancies
Accounts payable and accounts receivable processing, billing, and monitoring revenue and expense activity
Use of financial systems such as SWIFT/PeopleSoft, subsidiary systems, databases, or spreadsheets
Analysis of financial data to identify issues, prepare corrections, and support reporting accuracy
Development of financial reports for internal or external stakeholders
Technical assistance to staff, vendors, auditors, or customers regarding accounting processes
Process improvement through documentation, evaluation, or implementation of accounting procedures
A Bachelor’s degree in Accounting or a closely related field may substitute for one year of experience.
Preferred Qualifications Experience with SWIFT/PeopleSoft beyond basic transactional processing, such as troubleshooting system issues, optimizing workflows, or supporting configuration changes
Experience preparing federal or state financial reports (MMB, OLA, DOR, CMS, etc.) in a government or public-sector environment
Experience with subsidiary financial systems including bank reconciliation tools, payment platforms, or revenue tracking systems
Ability to document and improve business processes through written procedures, workflow analysis, or implementation of new accounting practices
Experience supporting audits by preparing working papers, responding to auditor inquiries, or coordinating documentation
Advanced proficiency with financial data tools such as complex spreadsheets, databases, or interfaces used for tracking and reconciling financial activity
Strong communication skills for presenting financial information to technical and non-technical audiences, including management and external partners
Experience working in a complex, multi-stakeholder environment such as state government, health insurance programs, or large public agencies
Demonstrated ability to work independently while managing multiple deadlines and shifting priorities
