Job Reports to: Director of Children's Services
Salary: $40.10 - $50.14
SUMMARY
Under the direction of the Director of Children’s Services, participates in financial activities within the department in accordance with related legislation, CDSB policies and procedures and CDSB Vision & Values.
The ideal candidate demonstrates a strong work ethic, the ability to work under pressure, to adhere to deadlines and to handle multiple tasks. The candidate must have the ability to embrace a team workplace with a willingness to support team members. This position addresses tight deadlines and a multitude of accounting activities and reporting requirements and works very closely with the Finance department. The Children’s Services Finance Supervisor will be responsible for the following duties and broad range of responsibilities:
KEY RESPONSIBILITIES OF POSITION
Analyze, interpret, and apply Ministry guidelines
Calculate service provider funding amounts for annual operating service contracts
Review monthly attendance-based service provider funding amounts
Supervise and review daily and monthly OCCMS fee subsidy service provider payment calculations and processes
Review monthly accounts receivable invoices for CDSB Children’s Services’ Northern Treasures Home Childcare Agency
Maintain Childcare provider budget templates and annual information return templates
Perform in office compliance audits of Childcare and EarlyON providers
Assist and guide providers in preparing their annual budgets and financial statements
Review and analyze the providers’ submitted budgets, financial statements, attendance information, and other data analysis
Review year-end financial reconciliations for service providers
Participate in internal and external reporting and reconciliations.
Assist with ensuring that providers are meeting the requirements of their annual service agreements
Compile data and supporting documentation for reporting purposes
Audit internal processes within the Children’s Services department
Supervise Child Care Coordinators
Participate in the motivating, training and development of staff
Assist in scheduling staff and provide guidance and instructions to supervised staff
Provide internal client services to peers / co-workers throughout the organization
Perform other duties as assigned

JOB REQUIREMENTS
Good knowledge of Ontario Funding guidelines for Child Care and EarlyON Child and Family Centres with specific attention to guidelines around Canada-Wide Early Learning and Child Care (CWELCC)
Basic knowledge of GAAP, Employment Standards Act, Ontario Human Rights Code, Canada Customs and Revenue Agency, Income Tax Act and GST/HST regulations
Basic knowledge of Ontario legislation and regulations and ability to apply program and public sector legislation
Demonstrated experience supervising, accounts receivable and accounts payable
A thorough knowledge of computer systems and applications, and a basic knowledge of human resource management principles and practices
Proficiency in the use of both MS Office Suite and Google applications and browser-based applications
Good communication skills to deal effectively with peers and staff within the organization, as well as with suppliers and other external contacts
Analytical thinking skills to break down relatively complex issues
EDUCATION & EXPERIENCE
Minimum of 3-year post-secondary education with emphasis in accounting
Post-secondary degree completion is an asset
Supervisory experience within an accounting environment
Minimum of 3 years related experience or equivalent combination of education and experience

Use of a vehicle may be required
Travel may be required
May be required to work irregular hours
Must maintain confidentiality
Bilingualism in accordance with the French Language Services policy
Valid driver’s license
