Responsibilities

PRIMARY PURPOSE

Provides senior-level Industrial engineering and process improvement expertise to support safe, reliable, productive, and cost-effective maintenance operations across BCRTC’s asset management and maintenance environment. Leads cross-functional improvement initiatives focused on maintenance planning, asset reliability, process standardization, workflow optimization, and continuous improvement of maintenance practices. Develops and promotes a Value Engineering strategy to optimize maintenance resources with the purpose of supporting the development and sustainment of maintenance excellence strategies aligned with operational performance, regulatory requirements, and departmental objectives.

KEY ACCOUNTABILITIES

- Leads maintenance process improvement initiatives across various BCRTC maintenance departments and operational support areas, including workshops, maintenance facilities, stores environments, and administrative functions. Promote standardization, workplace organization, and continuous improvement practices to support operational efficiency and maintenance effectiveness.
- Conducts maintenance workflow and operational process reviews by mapping current-state processes, identifying inefficiencies, and developing standardized procedures, work instructions, process maps, and operational documentation. Develops analytical models, dashboards, databases, and reports to support operational decision-making and performance improvement initiatives.




- Investigates maintenance process deviations, service interruptions, workflow inefficiencies, and operational non-conformances. Performs root cause analysis, identifies corrective and preventive actions, and develops recommendations to improve process reliability, quality, and operational consistency.
- Leads time & motion studies, establishes standard-work methods & times for planned preventive maintenance activities and promotes standardization of asset inspection processes. Conducts standard-work audits, identifies opportunities for efficiencies, prepares reports and presents recommendations to management.
- Develops and evaluates maintenance performance measures, process cycle times, productivity indicators including takt time and standard times, and operational benchmarks. Identifies gaps between planned and actual operational performance and recommends mitigation strategies to improve efficiency and maintenance outcomes.
- Creates and supports quality assurance reviews, maintenance compliance activities, and operational audits relating to maintenance processes, procedures, and documentation.
- Assess effectiveness of corrective action plans and provides recommendations for continuous improvement.
- Collaborates with maintenance leaders, engineers, planners, front-line employees, union representatives, and cross-functional stakeholders to support process improvement initiatives, operational consistency, and standardized maintenance practices across the organization.
- Researches emerging trends, technologies, and best practices related to maintenance optimization, asset management, reliability engineering, operational efficiency, and continuous improvement methodologies. Provides technical advice and recommendations to management regarding opportunities, risks, and operational impacts.
- Participates in cross-functional projects related to maintenance transformation, asset lifecycle management, operational readiness, maintenance systems optimization, and continuous improvement initiatives within a live rapid transit operating environment.

Qualifications

EDUCATION AND EXPERIENCE The competencies for this role are typically acquired through completion of a university degree in Industrial Engineering, Systems Engineering, Mechanical Engineering, or a related engineering discipline, plus registration as a Professional Engineer with EGBC, or eligibility for registration, along with six (6)



years of progressively responsible experience in maintenance operations, asset management, reliability improvement, process optimization, or continuous improvement within a complex operational or infrastructure environment.

OTHER REQUIREMENTS

- Strong knowledge of maintenance operations, asset management principles, operational process improvement methodologies, and continuous improvement practices.
- Experience supporting maintenance process optimization, workflow analysis, operational performance measurement, and reliability improvement initiatives within a complex operational workplace.
- Knowledge of maintenance planning, maintenance scheduling, reliability concepts, operational performance metrics, and process standardization practices.
- Experience using continuous improvement and problem-solving methodologies such as Lean, Six Sigma, root cause analysis, process mapping, and workflow optimization techniques.
- Ability to analyze operational data, identify trends, evaluate risks, and develop practical recommendations to improve operational performance and maintenance effectiveness.
- Strong interpersonal, communication, facilitation, and stakeholder engagement skills with the ability to work effectively with technical staff, operational leaders, unionized employees, and cross-functional teams.
- Strong analytical, organizational, and problem-solving skills with the ability to manage multiple priorities in a fast-paced operational environment.
- Ability to work independently and lead cross-functional initiatives supporting operational reliability, service continuity, and maintenance excellence.
- Familiarity with computerized maintenance management systems (CMMS), asset management systems, operational reporting tools, and maintenance performance analytics.
- Experience working within a unionized, safety-sensitive, and operationally complex environment supporting continuous operations.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Interview Process:

As part of the selection process, shortlisted candidates will be asked to deliver a brief 5-10 minute presentation on a process improvement initiative they have led or significantly contributed to. Candidates should be prepared to discuss the challenge or opportunity identified, their approach, key actions taken, stakeholder engagement, outcomes achieved, and lessons learned.
