Senior Evaluation Consultant - Contract - 19357 About the Opportunity Our Public Sector client is seeking one Senior Evaluation Consultant to support a personnel management modernization initiative through the development of updated doctrine, evaluation frameworks, performance measurement approaches, and supporting materials. The successful candidate will provide senior-level evaluation, research, analysis, doctrine development, technical writing, stakeholder engagement, performance measurement, and advisory services. The work will support the development and implementation of strategies, policies, programs, evaluation approaches, and documentation related to personnel management modernization.
Conduct comprehensive analysis of organizational and allied publications, strategies, and frameworks and provide recommendations for content to be included in refreshed doctrine and associated publications Validate, modify, and compile publications and frameworks in accordance with established publication guidelines, standards, and governance requirements Conduct targeted research, stakeholder engagement, interviews, consultations, and feedback sessions with subject matter experts and stakeholders Translate doctrine, policy, and personnel management content into accessible and concise formats for decision-makers and practitioners Validate documents, drawings, and associated data for accuracy and alignment with established standards Develop structured and intuitive manuals, specifications, guides, and supporting materials Develop performance measures, indicators, and metrics to assess the effectiveness of doctrine Develop comprehensive evaluation plans outlining objectives, methodologies, timelines, roles, data collection, analysis, and dissemination approaches Develop terms of reference for evaluators, including roles, responsibilities, evaluation standards, and governance requirements Develop logic models, program theories, and assessment tools linking objectives to measurable outcomes Develop structured evaluation frameworks and work plans, including methodologies supporting consistent and repeatable assessments Develop, test, and implement evaluation methods and data collection tools, including surveys, interview guides, focus groups, and case studies Collect and analyze qualitative and quantitative data, including comparative analysis of allied doctrine Validate evaluation approaches, findings, and recommendations through expert panels, peer reviews, and stakeholder consultations Prepare evaluation reports, briefing notes, presentation decks, technical reports, findings, conclusions,
and recommendations Compile and disseminate lessons learned and best practices to support continuous improvement and knowledge transfer Provide strategic briefings to management on evaluation plans and findings Support the development of related materials, tools, and instruments that enhance evaluation processes and doctrine implementation About You Hold one academic or professional Master’s degree or doctoral degree (PhD) in one of the following fields: Military Science International Relations or International Affairs Management – Human Resources Public Administration Have a minimum of 10 years of experience within the last 15 years providing doctrine development, technical writing, evaluation, performance measurement, or related advisory services Experience must include: Drafting, revising, validating, standardizing, or maintaining doctrine, policies, manuals, frameworks, guidance, or equivalent institutional documentation in accordance with established standards, governance requirements, or publication frameworks Developing or conducting program, policy, doctrine, framework, or initiative evaluations Developing performance measurement frameworks, logic models, indicators, assessment tools, or results-based management approaches Conducting qualitative and/or quantitative analysis in support of organizational accountability, decision-making, modernization initiatives, or continuous improvement activities Have experience leading and completing a minimum of three mixed-method qualitative and quantitative evaluation projects within the last 10 years in a complex organizational environment For these projects, have led the design, execution, and analysis of qualitative and quantitative data used to assess effectiveness, relevance, or performance. Have designed and completed applied validation and quality assurance mechanisms on a minimum of three evaluation projects within the last 10 years Have held primary responsibility for planning, coordinating, or leading validation and quality assurance activities, including: Structured validation or quality assurance mechanisms Management of validation or quality assurance throughout the evaluation lifecycle Integration of feedback into evaluation methodologies, findings, and/or recommendations Have experience leading or authoring evaluation governance documentation, including evaluation terms of reference or equivalent governance instruments,
on a minimum of three evaluation projects within the last 10 years Have experience developing formal evaluation governance instruments addressing at least two of the following: Roles and responsibilities of evaluators and oversight bodies Decision-making authorities and approval points Oversight, review, or accountability mechanisms Evaluation standards, expectations, or governance requirements Have experience with at least one evaluation project within the last five years conducting evaluation activities in accordance with Treasury Board evaluation policy instruments and related guidance for the Public Sector This experience must include: Application of results-based management principles Performance measurement Evaluation practices supporting accountability, oversight, and decision-making Have experience planning, leading, or coordinating stakeholder engagement and integrating subject matter expert input into analytical or evaluative work products on a minimum of three evaluation or analytical projects within the last 10 years Have experience leading the oversight of documentation governance and standardization on a minimum of three completed projects within the last 10 years involving senior-level, governance-related, or institutionally controlled documentation Documentation experience must include: Applying standardized formats, templates, nomenclature, or structural conventions Ensuring traceability and fidelity between source materials and final written products Supporting formal documentation review, approval, validation, or governance processes Assets may include: Experience within the last five years developing, revising, validating, or evaluating doctrine, policy frameworks, or institutional guidance for a national defence or armed force Experience evaluating NATO or FIVE EYES doctrine, policy frameworks, or institutional guidance Experience evaluating Canadian military doctrine, policy frameworks, or institutional guidance Two or more academic or professional Master’s degrees or doctoral degrees in the specified fields of study A minimum of six months of experience within the last five years supporting written products within a defence or security environment, including a national defence or armed forces, security, intelligence, or public-safety organization About the Job Duration: 120 days + option period of 120 days Work Environment: Hybrid.
