Salary Range:

The salary range for this position is $149,000 to $205,000. The final offer will be determined based on the successful candidate’s skills, experience, and internal equity considerations. Please note that the offer may fall anywhere within the posted range and is not necessarily at the top end.

Overview:

This position is responsible for strategic leadership, governance and oversight of project controls across a portfolio of major infrastructure projects. The role is accountable for ensuring effective, consistent project controls practices to support successful project delivery.

The Executive Director leads a multidisciplinary team and works closely with executive leadership, project delivery teams, regulators, contractors, Indigenous partners, and external stakeholders to ensure projects are delivered safely, on schedule, within budget, and aligned with organizational objectives.

The preferred candidate is a strategic and collaborative leader who possesses exceptional relationship-building skills and an ability to translate organizational priorities into actionable items. An understanding of cost management and reporting project controls sub discipline is preferred.

Key Accountabilities:

- Provides strategic leadership and operational oversight of project controls and scheduling functions across the organization.
- Actively builds and fosters relationships and partnerships with project and corporate leaders to support strategic decision-making and support the execution and delivery of projects on time and within budget.
- Ensures accountability and coordination between Project Controls and other TI Corp corporate functions including estimating, finance, and risk management.
- Establishes and maintains a consistent project controls and scheduling approach across the organization while adapting methodologies to meet the unique requirements of individual projects.
- Leads the project controls function in monitoring project performance, forecasting risks and opportunities, developing mitigation strategies, and recommending corrective actions to support project execution.
- Develops workforce and resource strategies to build organizational capacity and ensure effective utilization of project controls resources.
- Drives continuous improvement by establishing, reviewing, and enhancing project controls policies, processes, tools, technologies, and performance measurement frameworks.
- Manages contracts for specialized project controls and consulting services.
- Ensures the organization remains educated and informed of emerging industry trends, procurement models and future technologies and software to advance project control and scheduling practices.
- Works closely with internal and external stakeholders to develop and implement effective project controls and scheduling strategies.
- Leads, coaches, mentors,



and develops staff, including recruitment, performance management, succession planning, career development, and workforce planning
- Establishes, implements, and oversees performance metrics to monitor Project Co/ Design-Builder’s performance, validate forecasts, and support informed decision-making.

Qualifications:

- Extensive experience that includes project controls, scheduling/planning, procurement, and/or construction for large civil infrastructure projects or, an equivalent combination industry experience.
- Degree in Civil Engineering, Construction Management, Project Management, or a related discipline or an equivalent combination of education and experience is preferred.
- Strong understanding of capital project governance, business case development, financial management, and portfolio reporting.
- Excellent knowledge of project management approaches and design/build project methodology.
- Strong relationship management, negotiation, and stakeholder engagement abilities.
- Excellent verbal, written, and presentation skills, with the ability to communicate complex technical information to executive and non-technical audiences.
- Working knowledge of MS Office applications (Excel, MS Project, Word), Acumen Fuse Suite, TILOS, and any relevant software.
- Experience in Primavera P6 scheduling software and project controls software.
- Successful completion of security screening will be required as a condition of employment with TI Corp.
